China is the biggest energy production and consumption country,so its energy consumption structure is particularly important to the whole world.Driven by the energy resource endowment and extensive economic development,China's energy consumption is mostly composed of traditional fossil fuels such as coal,oil and natural gas,which not only consume large amounts of energy resources but also bring environmental problems at the same time.At nowadays,the contradiction between energy and environment breaks out in China and other countries.Electric power is one kind of non-fossil energy,its production and consumption process is relatively clean and efficient,so it is feasible to use electric power in substitute of fossil energy so as to optimize the energy consumption structure and improve the regional environmental efficiency.This paper attempts to study the effects of China's electric power alternation on regional environmental efficiency from both theoretical and empirical aspects,what's more,the thesis investigates the influence of China's electric power alternation on regional environmental efficiency in industrial terminal and urban residential terminal from national and regional level which attempts to provide more efficient implementation of China's electric power alternation policies on improving regional environmental efficiency from theoretical and empirical perspective.First of all,based on the existing literature,the paper mainly analyzes the regional environmental efficiency measurement methods and factors influencing regional environmental efficiency,then establishes the points and research ideas of the paper.Secondly,the theoretical study on the environmental efficiency is carried out from the user consumption terminal and regional perspective respectively.Based on the Solow model considering technology progress,the theoretical model is constructed to study China's electric power alternation on environmental efficiency from different terminals and regions,the results show that the influence in different user terminals and regions on environmental efficiency is uncertain,the symbol is mainly determined by the corresponding impact coefficient of China's electric power alternation,electric power alternation growth rate,labor growth rate and technology progress rate.Thirdly,the thesis uses the samples from 30 provinces,municipalities and autonomous regions in China from 2009 to 2014,by employing the Super-SBM-DEA model to measure the regional environmental efficiency and analyze its changing trend from national and regional levels.Using the spatial autocorrelation test,this paper constructs spatial econometric models to investigate China's electric power alternation in different user terminals and from different regions on environmental efficiency.The study shows that,in terms of national level,improving China's electric power alternation in total level and industrial terminal are significantly beneficial to regional environmental efficiency,but electric power alternation in urban residential terminal is not significant.At the regional level,there are some differences in the effect of electric power alternation on regional environmental efficiency in the three regions,China's electric power alternation in total level,industrial terminal and urban residential terminal can significantly improve regional environmental efficiency in the eastern region.While China's electric power alternation in total level and industrial terminal can improve regional environmental efficiency in the middle region,but electric power alternation in urban residential terminal is not good for environmental efficiency in the region.Electric power alternation in total level and industrial terminal can also improve regional environmental efficiency in the western region,but electric power alternation in urban residential terminal is not significant for environmental efficiency improvement.Finally,according to the literature reviewed and the theoretical and empirical research,combined with China's current energy and environment situation,the paper makes policy recommendations as follows,increasing clean factor investment,regulating environmental pollution emission and introducing electric power alternation policy so as to improve regional environmental efficiency in China.
