The Measurement Of The Environmental Efficiency In Industry About China’s Provinces And Study In Its Influencing Factors

The added value of the secondary industry accounted for more than 40%of China’s GDP,while the output value of industrial accounted for more than 80%of the secondary industry,with the rapid development of China’s industry,it resulted the environmental pollution more serious and the contradiction between development and environmental protection is becoming more and more prominent.Therefore,in order to adhere to the green development,to promote China’s "three five" ecological and environmental protection construction of the comprehensive development,measure the industrial environmental efficiency and study its influencing factors are great significant.This paper takes the industrial environmental efficiency of 30 provinces and cities in China as the research object.Firstly,according to the relevant industrial environmental efficiency literature at home and abroad,the factors of industrial environmental efficiency and the influencing factors of industrial environmental efficiency are sorted out,and the appropriate model is selected to measure the efficiency of inter-provincial industrial environment and to construct the panel quantile regression model.Secondly,we follow the system,simple,independent and representative,feasibility and quantity of the basic principles,from the input and output point of view,to build industrial environmental efficiency measurement index system,and use the Bootstrap-DEA model to measure the environmental efficiency of these 30 provinces in China.The results show that China’s industrial environmental efficiency comprehensive evaluation value of the top five provinces are Fujian,Shanghai,Shandong,Jiangxi and Beijing;and the last five provinces are Shaanxi,Heilongjiang,Yunnan,Guizhou and Shanxi.Thirdly,the independent variables are screened by stepwise regression,and then the panel data quantile regression model of industrial environmental efficiency influencing factors is constructed.The results show that the impact of the economic development level and the proportion of the secondary industry on the industrial environment are positive,the impact of the level of market,the proportion of coal and environmental protection investment on the industrial environment is negative;the same time,with the level of industrial environmental efficiency changes,the impact of various factors on the industrial environmental has also changed.The Finally,based on the analysis of the measures and influencing factors of the inter-provincial industrial environmental efficiency,this paper puts forward the corresponding problems from the aspects of economic development,industrial structure,industrial technology,opening to the outside world,marketization,energy consumption structure and environmental protection of the countermeasures.
