Study On Optimization Of Safety Supervision Model Of Oil And Gas Pipeline

Oil and gas pipeline is the "lifeline" of the national economy,but the frequent accidents in recent years have greatly affected social stability.In particular,the "November 22" explosion of the Huangdao oil pipeline in Qingdao caused an extremely negative impact on the society at that time,which aroused high attention from people and the state to the safety of the oil pipeline.The state council set up a special investigation team to analyze the causes of the accident and issue an investigation report on the accident.The report shows that the cause of the accident is not only the lack of safety works of enterprises,but also the lack of government supervision.The deep reason behind the accident is that there are problems in the supervision law of oil and gas pipelines in China.As a result,this paper takes the oil and gas pipeline safety regulation mode as the object,it conducts research on supervision law,safety supervision mode of the oil and gas pipelines at home and abroad using comparative analysis method so as to greatly improve it.First of all,it finds out the existing problems through the literature review of the oil and gas pipeline safety supervision model of the current situation.Then it explains the concepts related to safety supervision and finds out the theoretical support of oil and gas pipeline safety supervision.Then it analyzes the current status of supervision laws of oil and gas pipeline from the two aspects of laws and regulations and standard system in our country and makes comparative study on the supervision laws of oil and gas pipelines with the United States,Canada,which shows that we are lack of corresponding laws and regulations in our law system on oil and gas pipelines,safety responsibility is not clear,specific measures are not perfect.Then it makes research on the safety regulation mode from three aspects of the institutions of the regulatory system,function orientation,and the distribution of power and another four aspects of another four aspects of safety examination of regulatory mechanism,monitoring and early warning,staffing,accident liability.It also make comparative research on safety regulation mode with the United States,Canada research,which show that China's regulatory mechanism is not reasonable and lack of it is lack of supervision mechanism in operation.Finally,it optimizes and improves China's regulatory law,safety supervision mode.It adopted vertical type safety supervision system as well as flattening of the level of the regulatory system to solve the problem of the unreasonable system,and built oil and gas pipeline monitoring center based on vertical-flattening to have the key regulation the operation,so as to safeguard the safe operation of oil and gas pipelines.
