Research On Public Participation In Environmental Protection And Countermeasures In Urban Environmental Governance

Public participation is an important factor in environmental protection work.The public participation in environmental protection in China started relatively late,and it is still in the initial stage of development.The latest revision of the Environmental Protection Law of the People’s Republic of China for the first time listed the "public participation" as one of the basic principles of environmental protection in China.All units and individuals have the obligation to protect the environment meanwhile endowing individuals more rights for environmental protection.From the latest revision of the content,we can see the national-level attention to the extent of public participation in environmental protection,environmental protection and management as a grassroots people should make full use of the "bottom-up" power as a reasonable guide for the public participation in environmental protection and it also can reduce some social contradictions.Through the collection of existing data and questionnaire investigation,present situation of public participation in environmental protection work in Jiading District,found that public participation in environmental protection problems,learn from the advanced experience of other countries and regions,and puts forward suggestions and countermeasures to participate in environmental protection beneficial to the public in Jiading District.Through the analysis,it is found that the public participation in environmental protection in Jiading District mainly has the following problems: insufficient public participation in environmental protection,backward government management concept,imperfect public participation in environmental protection system and so on.In view of the existing problems and puts forward the public participation,broaden the channels for public participation,encourage green NGO development,change the government’s ruling philosophy,establishing public expression mechanism,enhancing mutual trust between the government and the public,defining the legal status of environmental rights,improve the system of government information disclosure,improve the environmental impact assessment system,improve environmental public interest litigation system and other suggestions.The purpose of all information mentioned above is look forward to improve the present situation of Jiading District public participation in environmental protection.
