Investigation Of Current Public Participation In Environmental Protection In Dalian Jinzhou New District

Public participation is an indispensable factors in the process of environmental protection which started late in China and is still in the preliminary developing stage. The latest revision of the Environmental Protection Law of the People’s Republic of China for the first time listed the "public participation" as one of the basic principles of environmental protection in China. All units and individuals have obligation to protect the environment meanwhile endowing individuals more rights for environmental protection. From the new revision of the environmental law, we can see the national-level attention of the public participation in environmental protection And at the same time the grass-roots environmental managers should make full use of the "bottom-up" power as a reasonable guide for the public participation in environmental protection and it also can reduce some social contradictions. In this paper, through the existing information and questionnaire of Jinzhou New District public participation in environmental protection the author analyzes the current situation of Dalian Jinzhou New District public participation in environmental protection, comprehending the needs of the public participation in environmental protection and general direction, drawing lessons from the advanced experiences of other countries and regions and finally putting forward the beneficial suggestions and countermeasures of Jinzhou New District public participation in environmental protection.By the means of analyzing the existing information and questionnaires, the author summarizes current situation of Jinzhou New District public participation in environmental protection, finding problems such as the low-level for public’s awareness of environmental protection and participation in environmental protection, the lack of legal as well as rational participation channel, insufficient communication and lack of consciousness of the public service management main body itself. In view of existing problems the author puts forward countermeasures and suggestions to strengthen environmental protection publicity and education, supporting folk environmental protection organization, perfecting the public participation system, improving the environmental information transparency, and environmental protection management of public service consciousness.The purpose of all information mentioned above is look forward to improve the present situation of Jinzhou New District public participation in environmental protection.
