Prevention And Control Of Heavy Metal Pollution In Agricultural Lands Research

Since the beginning of the 21st century,ecological environmental protection work has received unprecedented attention in our country.From the "Tenth Five-Year Plan" to "Thirteenth Five-Year Plan" and the Central Document No.1 for many years,it is proposed to carry out in-depth pollution prevention and control work,to accelerate ecological improvement and to protect the home of human beings.However,the prevention of soil pollution has not been effectively implemented.According to the "National Soil Pollution Survey Communique"(2014),it shows that the overall soil environment in the country is not optimistic,the soil quality of arable land is worrisome and the problem of heavy metal pollution is particularly serious.Therefore,research on the prevention and control of heavy metal pollution in agricultural land is of great significance to improve the ecological environment,to safeguard food safety,and to maintain public health.Based on relevant research theories,this article defines the concept and connotation of heavy metal pollution in agricultural land,and uses literature research,expert consultation and field research to conduct empirical research;by using the United States,Japan,the European Union,Australia and other countries as the main research object,the laws and regulations,standards systems,and institutional arrangements about the prevention and control of heavy metal pollution in agricultural land in the developed countries was summarized.And the policy control,funding sources,and operating mechanisms were discussed.By analysis the domestic and overseas status of soil pollution prevention and control,technical standards and pollution prevention and development trends,we explored the feasibility of preventing and controlling heavy metal pollution in the soil in China.According to the status and problems of heavy metal pollution in soil prevention and control in China,a corresponding model for the treatment of heavy metal pollution in soil was proposed,and the control measures and policy recommendations for the prevention and control of heavy metal pollution in agricultural land in China were put forward.A sound legal system for the prevention and control of heavy metal pollution in soil was established to improve scientific performance and feasibility;It is also discussed in this article that the technical standards system for the prevention and control of heavy metal pollution in agricultural land that is applicable to China's actual conditions to strengthen the implementation rate in practice.Suggestions were put forward for the construction of specialized management institutions for the prevention and control of heavy metal pollution in China,in order to achieve a systermatized top-down mechanism managed by government and a horizontal mechanism participated by the public which contains corporate integration and social supervision.Systematic research on the prevention and control of heavy metal pollution in agricultural lands at home and abroad will help to achieve the purpose of preventing and controlling heavy metal pollution in soil in a comprehensive and feasible way.It is of great significance for reducing environmental pollution,improving the quality of cultivated land,ensuring food security,and safeguarding public health.
