Comparison Analysis Of Urban Ambient Air Quality Regulatory Policy

In 2015,Ministry of Environmental Protection of People's Republic of China monitored 338 cities,which above the level of country,of the ambient air quality,in China.The results show that only 73 cities' ambient air quality meets the national secondary standards,accounting for 21.59%.The remaining 265 cities' ambient air quality is not,it accounting for 78.41%.On December 15 th,2016,to approve by the Beijing government,this starts the air heavy pollution red warning.The surrounding cities affected which visibility less than kilometers.Beijing has appeared continued haze,dust and other phenomena.All of them caused by the city's air polluted,seriously.Air pollution is a serious threat to human health.Environmental pollution has become a bottleneck of sustainable development in China.In the mid-nineteenth century,the rapid development of industrialization and urbanization,"British fog events" and "haze events" in United States were appalling;London and New York City were well treated for a long time.Now,it's had formed a complete system of legal,policy.Their environment is nice.Based on the theory of public product theory,public governance theory and market failure theory,this paper analyzes the urban air quality supervision policy in London and New York.And compares these two cities to Beijing's air quality supervision policy,analysis these similarities and differences,and summarizes air quality supervision policy's features in developed countries.This article is compared from three aspects.Firstly,analysis the evolution of the air quality regulatory policies of the three cities,to compare the changes in policy at all stages of London,New York and Beijing.Secondly,to compare the air quality control policy tools in London,New York and Beijing.Finally,compare and analysis the performance three cities of air quality regulatory policy.In the analysis of Beijing urban air quality supervision policy,the policies are sorted out.And then review the Beijing air quality supervision policy evolution processes,analyze the status,understand the Beijing air quality supervision policy's main shortcomings.Such as,the existences of regulatory policies show into fragmentation.The implementation of regulatory policy tools have defects,and environmental quality monitoring marketed is more difficult,and so on.In this paper,the author will study the air quality supervision policies in London,New York and Beijing,compare those three.Finally,summarizes the air quality supervision policy's features of those.Drawing lessons: modifying and improving the air quality supervision policy legislation system.To strengthen the legal process,establish and improve the air quality regulatory policy integration mechanism;to explore the new mechanism of environmental quality supervision policy,and so on.It is hoped that these proposals will be benefit to urban ambient air quality's supervision and management,in our country.
