The social and economic development of China has been kept at a high speed in recent years.At the same time,the development is also facing with different problems,one of the most serious problem is the shortage of water resources and water pollution,which is a great constraint on the development of our country.In the context of the severe water environment,the use of recycled water is gradually being taken seriously by people.Xi'an is a typical water shortage city,in order to alleviate this dilemma,the use of recycled water is a very effective solution,it can ensure the economic development and population growth.Because the use of recycled water is still at its initial stage in Xi'an,there is a very large development potential.Therefore,it is of great practical significance to the development and utilization of recycled water,by studying the environmental-economic impact of reclaimed water in Xi'an from the macroscopic level.Based on multi-objective linear programming model,the reclaimed water resources in Xi'an are taken as an example.The dynamic modeling and simulation method are used in this paper,and the water resources-environment-economic model is constructed in the study.This paper simulates and forecasts the development of environmental economy in Xi'an,so as to find the optimal solution for reclaimed water reuse.The model consists of an objective function and three sub models,the objective function is the Xi'an GDP maximization,besides,the three sub-models are the balance model of water supply and demand,the flow equilibrium model of water pollutants and the social economic model.The data of 2015 in Xi'an are selected as the base data,the simulation period is 10 years,from 2016 to 2025.Through the simulation and prediction of water resources-environment-economic model,the introduction of effective reclaimed water policy has a positive impact on the development of environmental economy in Xi'an.By 2020,the utilization rate of recycled water in Xi'an will reach 30%,and the sewage treatment rate will reach 95%.By 2025,the utilization rate of reclaimed water in Xi'an will reach over 45% and sewage treatment will achieve 100% comprehensive recovery.In the meantime,the annual growth rate of GDP in Xi'an will reach 10.25% from 2015 to 2025.Finally,the economic environment indicators of Xi'an “the 13 th Five-Year Plan” and long-term development plan can be realized.The innovation of this research is that from the macroscopic level,analyze the impact of reclaimed water use on the environmental economy of Xi'an.Then this paper put forward the development suggestions and concrete feasible measures to optimize the utilization of recycled water according to the simulation and prediction of the model.It has practical significance to alleviate the shortage of water resources in Xi'an.
