Research On Low Carbon Development Strategy Of Xiamen Science And Technology Innovation Park

During the past over 30 years of reform,Chinese economy maintained rapid development,but environmental pollution,resource consumption,energy consumption per unit of GDP compared with the developed countries there is still a large gap between the extensive economic growth mode in the background of the global economic downturn,Chinese population aging,domestic economic growth slowed down shift,Low carbon is the inherent requirement of sustainable development for our country,it is particularly urgent.Some regions are still in the process of industrialization and urbanization.As the forefront of reform and opening up in Xiamen,how the system thinking,and promote the transformation of economic development,social management upgrade,play a leading role in low carbon pilot city of the first batch of "five Province eight city",is a new era of responsibility of the SAR people.Low carbon development has become an important national strategy,a significant way to adjust the industrial structure,a need to achieve leapfrog development as well as the road for China to cooperate with international community and participate in the formulation of the international "rules of the game".At present,the development of every area of our country is not balanced,the coastal area has gradually entered the era of post industrialization,low-end manufacturing to the mainland and Southeast Asia,India,Vietnam,the United States,Europe,Japan has long occupied the high-end manufacturing,and the introduction of the industry back support policy,our country is in the lower end of the competition in the international division of labor system.The development of low carbon circular economy is more conducive to China's long-term development and energy security.At present,domestic development zones are dominated by government or state-owned enterprises.In the course of development,construction and management of industrial parks' hardware and software platforms,implementation of the low carbon development mode can help the systematic design and operation management as well as guide social capital to adopt low carbon and sustainable development modes while participating in industrial parks' investment and development so as to realize the industrial transformation and the maximum conservation and utilization of social resources.At home and abroad on the low carbon economy,low carbon city,low carbon ecological control indicators have some research,if the industrial park is an important one of the cell city or regional economies,this paper uses strategic management thinking,from the park space is relatively fixed and scale specific entities,with strategic management theory and knowledge of system the path and measures to realize low-carbon development.Based on the main characteristics of modern industrial parks,by combining the theories of low carbon development with actual cases,the low carbon development direction and implementation approaches of Xiamen Science and Technology Innovation Park were analyzed to summarize a set of system which applies to domestic policies and economic environment and conforms to the current stage of social governance and strategic goal of future development.In addition,an example was given for the sustainable development of the related industrial parks in China.The main research work of this paper is summarized as follows:First,the development status,research results,and related literature of low carbon development in industrial parks at home and abroad were searched to elaborate related concepts and characteristics as well as lay a systematic and theoretical basis for this paper.Second,with the industrial structure and the functional orientation of Xiamen Science and Technology Innovation Park,the implementation procedures of low carbon based on domestic industrial parks were elaborated.According to the ecosystem controlling index for domestic industrial parks,the efficiency and social benefits of low carbon development in domestic industrial parks were improved.In accordance with the technical index system of low carbon,the survey content and method were enriched to achieve operability.Third,the example of Xiamen Science and Technology Innovation Park,in which the author's organization had involved,was used to illustrate the focus,research evaluation and comparative analysis of industrial parks.The results of the study were discussed and suggestions were made.
