Mankind used limited natural resources recklessly. Which gave a birth to threemost severe development issues in human history: environmental pollution, ecologicaldegradation, and climate warming. They are serious challenges of the globalsustainable economic growth and the social development, threatening deeply theagriculture and food security issues, water security issues, energy security issues,ecological security issues and public health safety issues aspects. These issues are notonly environmental, ecological and climate issues, but also a development issue, lowcarbon economy has become the world’s economic development trend.The process of developing low-carbon economic is the same process oflow-carbon technology innovation; science and technology policy is the most directpolicy instruments to guide innovation. Global low carbon economy transformation isnot only provided a historic opportunity for China, but also set a challenge to China’sscience and technology policy-making departments. At present the policy of scienceand technology issued in our country on low carbon economy is quite sightless, havenot formed a system, the benefits are not obvious that can’t broken the limitations andbring into play potentials on China’s low carbon economy. Therefore, it is verynecessary to formulate timely, effective and targeted strongly science policies toguide a low carbon economy development.Based on the new institutional economicsand public choice theory. This thesis analyzed the present situation of thedevelopment of low carbon’s technology in China, including potentials andlimitations. The factors restricting the development of low carbon’s science andtechnology, including the insufficiency of policy incentives, the unsteadiness ofdominant position of technical innovation for enterprises, the separation of theresearch and production part of low-carbon technology,the draggling of the educationin low-carbon economic area and the inadequateness of low-carbon intellectualproperty protection. Moreover, with all these questions in mind, the author appliedcomparative approach methodology, explored and summarized the enlightenmentconcluded from the advanced practical experiences of science and technology policyin foreign countries. Finally, benefiting from the foreign advanced experiences, thescientific policy suggestions about the low-carbon technology and its industrialdevelopment need to be put forward on condition that the principle with regard to the china’s national life, the comprehensiveness of policy, the subjectivity of enterprisesand the serviceability of the government should have been considered.: First, moreinvestment should be made in science and technology projects to encourage theindependent research. Second, as an effort to breakthrough the low-carbontechnologies, stronger science and technology policies should be implemented. Third,the introduction of international low-carbon technologies should be promoted in orderto optimize the environment for technological innovation. Fourth, tax incentives infavor of low-carbon technology should be put in force. Fifth, sound training systemfor low-carbon technology cultivation should be established. Sixth, high-techindustrial policies should be perfected to pave the way for low-carbon industry.
