Study On The Evaluation System Of Green Development In Pearl River Delta Cities Based On The Green Development Demonstration

Facing the serious constraint pressure of resources and environment,the Chinese government implements the development philosophy of "Innovation,Coordination,Green,Open and Sharing".It will also take the Green Development as an important issue of the 13th-Year Plan.So it’s necessary to promote the urban green development under this background.Green Development is the basic idea of the 13th-Year Plan in Guangdong province,and it’s also the development goal of building national green development demonstration area among the Pearl River Delta region.In view of the Pearl River Delta—the start of reformation development plots and green transformat ion region,it grasps the request of "Four Insistence,Three Support,Two Leading Enterprises" in order to form into the international first-class level of a large bay area of Guangdong urban agglomeration.So it’s necessary to propose for building the green development evaluation system which is suitable to the economic and social characteristics and endowment of resources and environment among the Pearl River Delta cities.This study results will fill the blank of the urban agglomeration of green developm ent evaluation system and even improve the evaluation theory and technology system of green development in China.Taking the opportunity of building the Pearl River Delta national level demonstration zones by the Ministry of Environmental Protection of the People’s Republic of China(MEP)and the People’s Government of Guangdong Province,green development evaluation related guidance standards and technical specifications will be compared through literature research in this study,and then the sample sets of indicators will be selected.Besides,it will use the importance evaluation,theoretical analysis method and expert consultation method respectively to screen out early and optimally in order to confirm evaluation index.Finally,it will successfully buil d two layers ——one is green development level as the goal layer,the other is green economy,green environment,green culture,green system and green space for the five control layer of the Pearl River Delta urban green development evaluation system,inclu ding 30 evaluation indexes of the gross product energy consumption per unit,average fine particulate matter concentrations(PM2.5)and ecological compensation system implementation and so on.At the same time,index weighting of this study will combine th e subjective and objective way of Analytic Hierarchy Process and the Delphi method.Some experts will also be invited to mark the index importance.Through calculation and tests,it will determine the weight of each index and then using the composite index method of linear weighting to draw a conclusion of green development comprehensive evaluation results.This study will take 2015("the end of the 12 th Five-Year Plan")as the evaluating year,and take nine cities among the Pearl River Delta(Guangzhou,Shenzhen,Zhuhai,Foshan,Dongguan,Zhongshan,Jiangmen,Zhao Qing and Huizhou)as the specific application evaluation objects.At first,it needs to collect present values in these cities,and then achieve index data standardization through the index target value,and finally use green development evaluation system method of the Pearl River Delta urban to make a comprehensive assessment.Based on the evaluation results of green development level condition among nine cities,we will find out its development weakness,and finally some policy suggestions are put forward to promote the green development in five aspects—the green economy,green environment,green culture,green system and green space.
