Object: Improve management level of the local standard of food safety in Fujian Province by studying and establishing the Index System for Evaluation on the Local Standard of Food Safety in Fujian Province?the Index System for short?.Method:1.Based on Tracking and Evaluation Specification on National Food Safety Standard?Trial?,various types of literature related to food safety standard was accessed,collected and evaluated through computer retrieval system CNKI,VIP and other database,of which the articles useful for evaluation were made induction and summary of to initially establish evaluation index system and formulate relevant background materials.2.Evaluation indexes by experts were collected after 7 expert symposiums;in the meantime,experts' opinions on the current situation and characteristics of the standard of food safety in Fujian province were collected through one-on-one interview with 76 experts.In addition,evaluation indexes were collected by delivering the related notification and letters to other relevant units and enterprises.3.With the method of AHP,the preliminary evaluation indexes collected and established through literature research,expert symposiums,and one-on-one interview were classified into 3 grades,namely,first-grade index,second-grade index,and third-grade index,to formulate Pending Index Table of the Evaluation of the Local Standard of Food Safety in Fujian Province?Draft??the Draft for short?.4.5 methods,namely,site survey,questionnaire survey,index verification,expert symposiums,and interview survey,were correspondingly chosen from and their specific applications were designed according to evaluation indexes in the Draft.A verification and evaluation was conducted on Liancheng Dried Sweet Potato Series Products up to Standard of Food Safety by Fujian Liancheng Red Star Dried Sweet Potato Association to preliminarily verify the feasibility of all evaluation indexes in actual use and make modification on those dubious evaluation indexes appearing in the process of application,finally formulating Pending Index Table of the Evaluation of the Local Standard of Food Safety in Fujian Province?Revision??the Revision for short?.5.21 experts were accordingly selected from the expert database of local standard of food safety in Fujian Province to hold expert meetings and two rounds of expert weight opinions consultation?to improve Delphi Method?.Background materials and the Revision were issued before meeting for experts to discuss and decide Pending Evaluation Indexes to enter the process of expert consultation,finally designing the first ground of consult questionnaire on expert opinions,which will later be conducted to consult experts' actual opinions.Evaluation indexes were selected with the method of critical value,and the frequency of full marks,arithmetic mean?weighted average?and coefficient of variation,were calculated according to their each score.Those with both the value of the frequency of full marks and arithmetic mean higher than critical value will be selected;those with the value of coefficient of variation lower than critical value will also be selected.In order to avoid some important indexes being eliminated,of the above three measurement scales only those not consistent with the requirements of the indexes after two consecutive rounds may be removed.At the same time,positive coefficient of experts,the coefficient of variation,the coefficient of coordination and the coefficient of authority of expert opinions were calculated to perform chi-square test.Collect and summarize the suggestions proposed by experts in the first round of expert opinions.According to the results of the first round of expert opinions,the second ground of consult questionnaire on expert weight opinions was designed and later be conducted to consult experts' actual opinions.And these opinions will be screened again following the method applied in the first round to confirm the stability of the indexes and give weights on the relative importance of each index,finally formulating Index Table of the Evaluation of the Local Standard of Food Safety in Fujian Province?Index Table for short?and the weight value of the corresponding indexes.6.A comprehensive evaluation method was applied to establish a comprehensive evaluation model on Index Table and the weight value of the corresponding indexes,finally achieving the establishment of the Index System.7.With the help of the Index System,20 kinds of standard of food safety in Fujian Province were evaluated from lowest to highest of the evaluate score and divided by the implementation into three grades,poor(P33),general(P33 P66),good(> P66).The reliability and validity of the Index System were tested according to the evaluate score and the corresponding classification.Result:1.Initial establishment and verification of the Index System for Evaluation on the Local Standard of Food Safety in Fujian Province?the Index System for short?The Index System was initially established and background materials for the next phase of research were achieved,with the methods of literature research,expert symposiums,one-on-one interview,solicit opinions,and so on.The Draft was formulated,with the method of AHP,after classifying the evaluation indexes.Evaluation was made,according to the Draft,on Liancheng Dried Sweet Potato Series Products up to Standard of Food Safety by Fujian Liancheng Red Star Dried Sweet Potato Association.Finally,the Revision was formulated after verification and modification on corresponding evaluation indexes.2.Improve Delphi Method and Establish the Index Table for Evaluation on the Local Standard of Food Safety in Fujian Province?the Index Table for short?21 experts selected according to the relevant requirements participated in a expert meeting and two rounds of expert opinions consultation,with the consulting recovery rate of 100%.In the first round of expert opinions consultation,the authority degree and the coordination coefficient were separately 0.84 and 0.189,and the critical value of the frequency of full marks,arithmetic mean?weighted average?and coefficient of variation,separately 7.52,31.63% and 27.94%,of the index of the public's understanding on the standard,were not consistent with the requirements of the critical value,which didn't exist in other indexes.In the second round of expert opinions consultation,all coefficient of variation in the first-grade index was lower than that of the first round,with the authority degree of 0.83 and the coordination coefficient rising to 0.340.Such differences were statistically significant after the statistical test,and the experts' opinions tended to be in consistence.What's more,the critical value of the frequency of full marks,arithmetic mean?weighted average?and coefficient of variation,separately 7.63?34.46% and 20.39%,of the index of the public's understanding on the standard,were still not consistent with the requirements of the critical value,so such indexes were removed.Weighted average in the first and second grade was transformed to weight value and coordination test was carried out on all the second-grade indexes in the first-grade index.All the coordination tests were statistically significant.The Index Table was formulated after considering the results of two rounds of expert opinions consultation,and weighted average was,with the method of AHP,transformed to weight value of all-grade indexes.3.Establishment and Application of the Index System for Evaluation on the Local Standard of Food Safety in Fujian Province?the Index System for short?A comprehensive score method was applied on the Index Table and the weight value of all-grade indexes in this table,that is,with weighted sum method calculating each index's product of the weight value and the measured value as well as its total,to establish a comprehensive evaluation model,and it made up the Index System with the Index Table and the weight value of all-grade indexes in this table mentioned in the above second part.With the help of the Index System,evaluation was made on 20 kinds of standard of food safety in Fujian Province,ranking from lowest to highest of the evaluate score and divided,by the implementation,into three grades,poor(P33),general(P33 P66),good(> P66).In the "poor" grade there are 6 food standard,with the lowest score of 120.14,the highest score of 131.59,and an average of 124.31;in the " general " grade there are 8 food standard,with the lowest score of 144.83,the highest score of 159.32,and an average of 152.86;in the " good " grade there are 6 food standard,with the lowest score of 170.06,the highest score of 184.93,and an average of 176.17.The overall Cronbach'? reliability coefficient and Spearman-Brown in the Index Table were separately 0.837 and about 0.884.The method of variance analysis was applied to compare the scores of 3 grades of food standard,and the differences were statistically significant?F=159.699,P < 0.001?;the Scheffe Method was applied to compare in pairs the scores of and the implementation of food standard at all grades,and the differences were statistically significant.Conclusion:The ndex System was established with the methods of literature research,expert symposiums,and one-on-one interview,solicit opinions and so on.Evaluation was made on Liancheng Dried Sweet Potato Series Products up to Standard of Food Safety by Fujian Liancheng Red Star Dried Sweet Potato Association according to the established evaluation index system and verification and modification was made on corresponding evaluation indexes.With the method of AHP and the improvement of Delphi Method,the Index Table was finished and the weight value of all-grade indexes in the Index table was achieved.A comprehensive evaluation method was applied to establish a comprehensive evaluation model on the Index Table and the weight value of the corresponding indexes,both of which made up the Index System with the comprehensive evaluation model.Besides,this established system has been proved of good reliability and validity after evaluating and applying 20 kinds of standard of food safety,and it can be used to evaluate the local standard of food safety in Fujian province?including the old local standard of food safety?,and most of the evaluation indexes can also be used to evaluate manufacturer's standard of food safety.
