Study On Application Of Ppp To Treating Anxi Rural Domestic Sewage

The public finance has been neglecting effective investment in environment infrastructure in rural areas.With the negative impact increasing of villager's producing activities and living behaviors on environment,the quality of rural water environment has been worse and the rural environment problem has been emerging onto the surface,which threatens the drinking safety of rural areas.Although the government has spent a lot of money in solving the rural environmental pollution,the effect of the improvement in rural sewage is not remarkable.There are two outstanding problems in rural sewage treatment which are underfunded and low management efficiency.This paper take the treating Anxi's sewage as a case,adopt the literature research,case analysis,investigation method and the theory of public-private partnership.On the basis of the analyzing the shortage of the operation of sewage treating in traditional supply mode,we found that the PPP was feasible,which helps us have a deep understanding of treating rural sewage.There are still some problems,including no clear responsibility,passive regulation and lack of responsibility.To solve these problems,the author put forward the following countermeasures: perfecting management system,building and perfecting the financing management system and strengthening the construction of rural bodies.This paper aims for providing theoretical basis for the treating rural sewage and new operating model in solving the low efficiency in rural sewage treating.As a result,it can promote the development of rural economy and put forward suggestions for the treating rural sewage for our government.
