In recent years,the reliability of engineering control technology and safety monitoring equipment has been greatly developed.As a result,worker's unsafe behavior has become the main cause of coal mine accidents in China.According to the data,more than 80% of coal mine accidents in our country are mainly caused by violation of regulations and management confusion.In order to improve the current situation of coal mine enterprises' after-the-accident management,on the one hand,it is necessary to strengthen the management of the miners' safety behavior,on the other hand,we need to improve the level of safety management.The miner's behavior-based management is implemented by observing the miners' actual behavior with comparison of behavior checklist.According to the results of observation,administrative staff will intervene and adjust miners' behavior.In the behavior-based management,the most important influence factor of safety management is leadership behavior besides establishing the norm and system of safety management.According to the effect of safety leadership behavior,it can be especially divided it into constraints and intervention of miners' behavior,that is,by acting on the role of individual employees with the effect of external factors(such as organizational safety management system,safety atmosphere)and the individual internal factors(such as safety awareness,safety motivation etc.)to impact the selection of the miners' safety behavior and bring them to the right direction.So safety leadership behavior can be summarized as safety management behaviors and employee-management-based behaviors.According to the theory of social system,safety behavior is a dependent variable,which is the interaction between organizational factors and personal factors.So safety leadership behavior can be divided into organizational and individual level.As a reflection of organizational factors on either organizational or individual level,safety leadership behavior has an important impact on employees' safety behavior.The two multi-level of safety leadership behavior structure can effectively stimulate employee's safety motivation,it will lead to the change of safety behavior.In addition,in order to strengthen the safety management of coal miners,we need to pay attention to the improvement of level of administrators' leadership.Therefore,this paper will take the miners' safety behavior as the foothold,and we will explore the impact of the mechanism of specific leadership behavior structure,so as to effectively improve the effectiveness of coal mine safety management.The results of the study are as follows:(1)From the analysis of the current situation of coal enterprises and the causes of accidents in China,we find that unsafe behavior is the main cause of coal mine accidents,which means safety management of coal miners enterprises is very necessary.In order to improve the effectiveness of enterprise behavior-based management,it is necessary to improve safety management from the perspective of organization and individual.(2)By summarizing the domestic and foreign theories and research results of safety behavior management,this paper further analyzes the concrete implementation of safety behavior management in coal mine enterprises.Through the analysis of the theory of safety behavior in the past,this paper will use Neal and Griffin's safety behavior model,which is divided into safety compliance and safety participation.As the external antecedents of behaviors,safety leadership behavior has a significant impact on the choice of employees' safety behavior.The safety leadership behavior can be found on both organizational and individual level and the two-level leadership behavior has a different impact on employee safety behavior.Besides,safety knowledge and skills,safety motivation and other personal cognitive variables play an intermediary role between the antecedent variables and individual safety behavior.According to self-determination theory,on the basis of certain knowledge and skills of employees,the safety leadership behavior at the organizational level can stimulate the employee's controlling safety motivation,and then lead to the safety compliance behavior.However,safety leadership behavior at the individual level is more likely to stimulate autonomous safety motivation,and then lead to the employee's safety participation behavior.(3)In order to improve the effectiveness of safety leadership,this paper will work on the division of safety leadership behavior on the individual level and to explore the impact of specific safety leadership behavior on employee safety behavior.In this paper,safety leadership behavior can be divided into three parts: safety monitoring,safety inspiring and safety assimilation.The leader's safety monitoring behavior is the embodiment of the organization's rigid safety management system,and its aim is to monitor and to intervene employees' safety behavior.Safety inspiring is more like a reflection of the safety goals of the organization.With the establishment of examples of top employees in safety competitions or other activities,all these activities can further infect staff with the organization's safety culture,and it also achieves autonomous safety management through the safety culture.The safety assimilation can promote safety management system from mandatory management to autonomous management.(4)According to the structure of specific leadership behavior,the paper constructs and verifies the model of specific leadership behavior on miners' safety behavior.Considering three specific leadership behaviors,such as safety monitoring,safety inspiring and safety assimilation,as well as the miner's two safety performance behaviors(safety compliance and safety participance),we set up 30 items to study the relationship between safety leadership and employees' safety behavior.According to the results of the questionnaire,it is found that the three specific leadership behaviors have positive effects on the safety behavior of miners.Safety assimilation has the largest influence on safety behavior,and it can play an intermediary role in the relationship between safety monitoring,safety inspiring and safety behavior.Safety monitoring influences safety behavior a little more than safety inspiring In addition,according to the problems found in the establishment of the model and the results of the specific application,this paper also puts forward the corresponding suggestions and improvement measures.
