Coal has always been China’s basic energy. As a coal industry in China’s basic industry,it is not only a necessary material condition for China’s economic health, stability and sustainable development, but also an inexhaustible motive force for economic development. The safety of front-line employees in high-risk industries is an important cornerstone for the healthy and stable development of enterprises. The behavioral safety of employees in the coal industry has always been the focus of scholars, and in recent years,it has become more and more concerned by the state and enterprises. The coal industry employees have long working hours, high sealing capacity and labor intensity, which increase the frequency of unsafe behavior of employees and ultimately lead to major safety accidents in coal mines. There is a significant correlation between the occurrence of coal mine accidents and the unsafe behavior of employees. It has been proved that human unsafe behavior is the most direct cause of coal mine accidents, and the number of accidents caused by the total number of coal mine accidents accounted for more than 80%.Studies have shown that miners’ unsafe behavior has a significant relationship with the style of leadership. Therefore,in addition to focusing on the improvement of production technology, coal mining enterprises also need to pay attention to the relationship between managers and employees. From the perspective of inclusive leadership style, this paper introduces psychological authorization as an intermediary variable to study the relationship between unsafe behavior and provide reference for improving coal mine safety management. The research is divided into two parts: The first part is the theoretical research part.By combing the basic concepts, research methods, tools and research results of related literatures at home and abroad, the relationship hypothesis of this paper is proposed, and the "inclusive leadership-psychological authorization" is constructed. The second part is an empirical study.According to the inclusive leadership, psychological empowerment, and unsafe behavioral maturity scale,a questionnaire is issued to issue a questionnaire to the first-line mine of T coal mine in Shanxi Province, and the original data is obtained.Validity analysis and factor analysis are used to test;then the empirical research methods such as one-way ANOVA,correlation analysis and regression analysis are used to test the correctness of the research hypothesis and analyze the validity of the model. The results show that inclusive leadership style and three dimensions(openness, usability, accessibility)have a significant negative effect on unsafe behavior, and verify the role of psychological empowerment in inclusive leadership and unsafe behavior. And the partial mediation between the three dimensions of inclusive leadership;demographic age, age, marital status, and academic qualifications have some significant effects on the dimensions of inclusive leadership, psychological empowerment, and unsafe behavior. Finally, according to the research results, coal mining enterprises can promote inclusive leadership style, improve leadership efficiency;care for employees, create a benign working atmosphere;improve the salary system and job rotation system.
