| Industry growth can promote industrial civilization and economic prosperity,but it can result in devastating environmental pollution in the meantime,especially the growth of pollution-intensive industry.Under the background of economic growth reaching the boundary of resource binding force and environmental bearing capacity,the green growth of industries,including the pollution-intensive ones,is the priority to green economic growth.Most of the pillar industries in Liaoning Province are pollution-intensive industries,although they made a great contribution to the development of Liaoning Province,but also paid a great price.The pollution-intensive industries of Liaoning Province need to transition.Improving the green growth efficiency is of significance to the sustainable development of Liaoning pollution-intensive industries.This study uses the BCC measure model of data envelopment analysis method and Malmquist index,taking capital,labor,energy and an environmental pollutants composite index which is the synthesis of CO2 emissions,SO2 emissions,COD emissions,industrial waste gas emissions,industrial waste water emissions and industrial solid waste emissions as input s,regarding Industrial output as output indicator to estimate the green growth efficiency of pollution-intensive industries in Liaoning Province from 2011 to 2013.The results indicate that the green growth efficiency of pollution-intensive industries improves gradually on a whole since 2011 to 2013.Specifically,the green growth efficiency of five industries,including the agricultural and sideline food processing industry,remained above 0.9 and fluctuates within a narrow range;the efficiency of food manufacturing industry and the other two industries increased significantly.We classify these 11 industries into 2 level according to whether the efficiency is above the average level or not,and then analyze the reasons of the lower efficiency and its trend variation.The production efficiency of the pollution-intensive industries in Liaoning Province is increasing;The EFFCH index and the TECHCH index of the food manufacturing and Ferrous metal smelting and rolling processing industry all exceeded 1,and this study explores the possible causes.According to the results,the paper puts forward some measures for developing the green growth efficiency.This study objectively evaluate and measure the degree of green growth of pollution-intensive industries in Liaoning Province,and is helpful to explore green growth path of pollution-intensive industries from the perspective of theory and practice. |
