A Study Of Rural Ecological Environment Under The Background Of New Urbanization

With the rapid development of the rural economy,the industrialization,the urbanization,and the rural ecological environment becomes increasingly worsened,which restricts the development of the countryside.The ecological problem in the rural area has aroused great attention of the society.Environment is the guarantee of Economic development.How to promote the sustainable development of rural areas without scarifying the environment in the urbanization process is a huge challenge for the current local government.Whether the government can govern it effectively or not tests the ability of organization and management of local government.Meanwhile,It also tests the local government's ability of guiding the non-governmental organization and the public to govern the ecological problem in the rural area.Based on the theory of urbanization,sustainable development theory,externalization theory,network theory and the ecological security theory,this paper uses literature analysis,case analysis and other research methods to study the Z city's ecological problems and its governance.According to the sequence of definition,theoretical analysis,impact analysis and problem analysis,this paper tries to find out a new urbanization method to strengthen the rural ecological environment management and protection.To begin with,after reading a lot of journals at home and abroad and Z city's governmental documents and related statistics report,this paper analysis the positive and negative effects of new urbanization in Z city's rural ecological environment,especially the negative externals.Secondly,in terms of agricultural,rural life,industry and other aspects,this paper explores the negative impact of Z city's environmental pollution problems of the rural ecological environment.Then,by analyzing the causes of these problems,the following are the reasons: the weakening role of local government in the rural ecological environment,the imperfection laws and regulation in rural areas,the low environmental awareness of related subjects,the shortage of funding in rural ecological environmental protection and the insufficient participation of social organizations.Finally,according to the analysis of these reasons,this paper come up with the following targeted countermeasures.As the governance and protection of rural ecological environment is a complex system,only depending on the local governance can't handle it well,so the local government should play a dominant role in inspiring the social energy,building the network governance of rural ecological environment and therefore forming a situation that all the subjects participate in the governance.Meanwhile,it's important to improve the relevant laws and regulations of the rural ecological environment,create a stable rural ecological environment governance capital channel,and strengthen the construction of public ecological civilization.Also,the ecological environment governance can be applied into the market.Finally,it's urgent to emphasize the necessity of strengthening the governance of the rural ecological environment.It must be pointed out that the rural urbanization is not replace the country with city.It aims at promote the sustainable development of rural social economy.
