| Due to the high inherent risk of hazardous chemicals enterprises,once the accident occurs,it is easily to cause catastrophic consequences,such as huge casualties,property losses and environmental pollution.In addition,a negative effect on society is often difficult to avoid.When the accident occurs,an efficient emergency rescue is the key step to reduce and control the accidental consequence.However,the hazardous chemicals enterprises are usually restricted by various factors,and lack the ability to capture emergency resources adequately and widely,which weakens the efficiency and effectiveness of emergency rescue.To solve these problems above,the mutual aid of emergency rescue among hazardous chemicals enterprises is selected as a breakthrough point.To promote the sharing and transfer of emergency resources in hazardous chemicals enterprises and break the bottleneck of traditional emergency management mode in resource acquisition,the emergency rescue assistance linkage mechanism has been constructed.At the same time,the emergency rescue assistance platform of hazardous chemicals enterprises has also been developed in this paper.For improving the efficiency of rescue and reducing the effect of hazardous chemicals,the following studies are carried out:Firstly,the present situation of emergency management in China Petroleum Corporation,China Petroleum & Chemical Corporation and China National Offshore Oil Corporation have been investigated,especially the construction of emergency resources reserve and emergency rescue regional defense linkage mechanism,which laid the foundation for construction of emergency rescue mutual aid mechanism and the emergency rescue mutual aid platform of hazardous chemicals enterprises.Secondly,the linkage mechanism of emergency rescue and mutual aid of hazardous chemicals enterprises have been analyzed and constructed,including the mutual aid principle that should be followed by enterprises,the mutual linkage process,the division of defense zones,management organizational structure and responsibilities,the responsibility of participating companies,financial security and resource call compensation principles as well as many other content.A set of mutual linkage mechanisms have been formed which are universal and can be applied in hazardous chemicals enterprises.Thirdly,combined with the experience of previous research,the emergency rescue teams,emergency rescue equipment and emergency rescue supplies have been taken as the main research topics to develop the digital management system of emergency rescue information,and a scientific and detailed classification of all kinds of materials involved in the emergency rescue has been made.Simultaneously,to lay the foundation for digital management and quick inquiry of emergency rescue resources,a special data sheet for storing the data table has been designed,and the connection among all kinds of emergency resources,the information of the affiliated enterprises and the location of the enterprise have been set up.Finally,a mutual aid platform for emergency rescue of hazardous chemicals enterprises has been designed,which has achieved the digital management of emergency rescue and mutual linkage information.The platform consists of several modules(e.g,emergency management,regional defense,basic information management and system management)and many functions,such as emergency resource management,query of emergency resources,technical experts,organization and emergency reporting,event management,emergency resource compensation and so on.With its help,the efficiency of hazardous chemicals emergency rescue could be improved effectively. |
