Domestic garbage charges as the main economic means to solve the problem of living garbage has been gradually recognized by the public,not only to make up for some of the government in dealing with the cost of garbage,but also to stimulate the market to participate in the main investment funds.Learning from the international mature experience and practice,the domestic citics have begun to design and implementation of the city's living garbage charging system.The living garbage charging system of Xi'an has been implemented for many years,due to the implementation of the fixed amount of garbage charging system,there is a collection rate is not high,garbage charges and garbage emissions decoupling,garbage reduction effect,supporting safeguards imperfect,Ambiguity and other issues,not only can not effectively alleviate the financial burden of dealing with domestic waste,nor to fully mobilize the enthusiasm of the public to participate in garbage reduction,can not control the garbage from the source..It is difficult to change the environmental health pollution situation,making Xi'an Facing the plight of garbage siege and landfill in advance.This paper is based on Pigouvian tax,the optimal taxation of the public sector,the pricing of urban public utilities and the basic theory of public sector accounting.By using domestic and foreign cities to deal with domestic waste,and to provide a scientific and reasonable pricing scheme for Xi'an city life,The successful experience of the garbage collection,combined with the actual situation in Xi'an,the introduction of the amount of fees,with the city public utility pricing method in the two pricing method to further design and pricing methods supporting the pricing model,from the pricing,pricing The design and calculation of the garbage colleaion price plan are taken into account in three aspects:First,the needs of residents to accept the wishes of the residents of the living garbage charging scheme is re-designed and improved in the aspects of the model and the calculation,the collection mode,the charging subject and the price range respectively And the affordability of the residents,the second is the cost of living garbage and operating costs and other cost factors,the third is the cost of environmental improvements and waste reduction effect Based on these three factors,this article more consider the cost of waste factors and then determine the reasonable price of the charges and programs.The program is mainly aimed at residents of this part of the charges raised by the improvement,which is characterized by living garbage charges and the actual living garbage emissions linked to the source from the control of garbage emissions.Finally,the author puts forward some countermeasures and suggestions to ensure the effective implementation of the improvement plan.It is hoped that this paper will solve the problems existing in the current charging system,alleviate the financial burden of disposing garbage,and mobilize public enthusiasm through the economic means such as the daily payment of living garbage in Xi'an.Garbage reduction of the effect,and then promote the construction of urbanization in Xi'an and the construction of an international metropolis of the process.
