Northern Shaanxi is one of the most important strategic bases of coal resources in China,with the development of coal mining industry,the contradiction between coal mining and the environment is more and more obvious.It's necessary to plan the capacity of coal resources strictly according to the current situation of northern Shaanxi's environmental bearing capacity.The environment factor was often expressed in the form of environmental costs?the negative utility of environment and revenue in the optimal models among the studies of existing literatures on the optimal extraction that including environment elements,and there is almost no of them that intuitively build a model under the constraint of environment bearing capacity and study the optimal extraction of exhaustible resources under the constraint of environment bearing capacity.Because of this background,a model of the optimal extraction of coal resources in northern Shaanxi under the constraint of environment bearing capacity is established in this paper to study the optimal extraction of coal resources in northern Shaanxi.The mean works and achievements are as follows:1)The status quo of the mining scale and existing problems of coal resources in northern Shaanxi are analyzed combining with the actual situation.The status quo the mining scale of coal resources is firstly analyzed from the respects of the output?the stock as well as the price index of coal resources;Then the status quo of the environment is also analyzed;Finally,the main problems that existing in the coal mining industry in northern Shaanxi is analyzed on the basic of the analysis of the previous section,they are:The environment of mining area is damaged seriously and the effect of control this is not good;Although the capacity of coal resources has been controlled,the mining scale is still not clear;The contradiction of coal mining industrial structure is obvious and the waste of coal resources is also very important.These problems demonstrate the necessity to study the mining scale of coal resources in northern Shaanxi under the constraint of environment bearing capacity.These problems demonstrate the necessity to study the mining scale of coal resources in northern Shaanxi under the constraint of environment bearing capacity.2)The main factors that affect the mining scale of coal resources in northern Shaanxi as well as the situations how these factors behave are analyzed in this paper.By sorting the existing literatures,12 factors that affect the mining scale of coal resources are summarized.Then the concepts of these factors and how they impact the mining scale of coal resources are elaborated.At last,5 key factors that affect the mining scale of coal resources in northern Shaanxi under the constraint of environmental bearing capacity,they're:Environmental bearing capacity of northern Shaanxi,the reservation of coal resources in northern Shaanxi,the price of coal resources,the mining cost and the environmental cost;Then the situations that these factors behave in northern Shaanxi are expounded in this paper,and the trend that these factors change are described by the method of mathematical economics,which set a base for the model building of next chapter.3)The model of optimal extraction of coal resources under the constraint of environment bearing capacity in northern Shaanxi is built and solved in this paper.The model of optimal extraction,which from the respect of resource owner and with maximizing the value of coal mining as the objective,is built under the constraint of the uncertainty of reserves and environment bearing capacity,using Hamiltonian function to get the analytical solutions of this model.It can be learned from the form of the analytical solutions that the coefficient of mining cost and the expectation of the average growth rate of reserves have negative effect on the optimal production path,while the price?interests?the coefficient that coal mining acting on the environment and the unit cost of controlling the environment have positive effect on the optimal production path.Then,a numerical simulation on the analytical solutions is made by the tool of MatlabR2014a and the corresponding conclusion is got,that is:The optimal extraction of coal resources that simultaneously satisfy the profit maximization objective?the uncertainty of reserves?the constraint of pollution and the constraint of environment bearing capacity is the minimum value between the scale that only satisfy the profit maximization objective?the uncertainty of reserves and the constraint of pollution and the scale that only satisfy the constraint of environment bearing capacity.4)On the basis of the previous research,some policy suggestions about the coal mining in northern Shaanxi are put forwarded,they are:Control the new capacity of coal resources strictly;Reduce the environmental governance cost and improve the ability of pollution control-ling;Give full play to the market regulation;Establish perfect mechanisms of coal update and environmental compensation and optimize the structure of environmental protection investment;Further improve the incentive and constraint mechanism.These achievements above has important reference significances on enriching and improving the study of the optimal extraction exhaustible resources,and can also provide decision basis to the government to decide rational mining scale of coal resources and make relevant policies in northern Shaanxi.
