Air Pollution Problem At Harbin And Its Feasible Solution Research

In recent years, serious hazy weather happened to Haerbin frequently, especially in the autumns, which severely affected the daily lives of citizens. In addition, the haze damages the health of citizen, safety of the urban traffic and many other aspects. Therefore, the administration of air pollution in Haerbin brooks no delay. On the one hand, it reflects the public opinion. On the other hand, it unifies the national general policies about sustainable development, "low-carbon green", etc. This paper starts with the air pollution status in Haerbin. After that, the present situation, difficulties and causes of the pollution administration have been analyzed. Furthermore, some reasonable methods are proposed to provide positive thoughts and suggestions for the air pollution administration in Haerbin.The research object of this paper is the air pollution and administration in Haerbin. It starts from the air pollution status, then studies the effect factors of the air pollution and analyzes the present situation, problems and reasons in the process of administration through correlation analysis, principal component analysis and regression analysis. Afterwards,practical experiences of air pollution administration in the USA, UK and EU for many years are introduced. These countries are relatively developed, but their latitudes and climates are similar to Haerbin. So these mature practical experiences could be utilized to provide references and enlightenment. At last, according to the problems existed in the administration in Haerbin and the mature practical experiences in other countries, some countermeasures and suggestions are presented in this paper, including mainly the government, marketing,enterprises, citizens and many others.It is no doubt that air pollution is a long-term issue. As a result, the administration of air pollution is a chronic and complicated project, which requires the collaboration of the government, enterprises, marketing, etc. As for the collaboration, the government has many roles to play, however they must take the dominant positions. What the government should do is to strengthen the environment protection education of the public and promote green business model of enterprises. It is believed that with the joint efforts from various aspects,Haerbin will be developed and constructed in to a ecologically friendly and sustainably developing city.
