Foreign direct investment,as an important production factor in the context of capital globalization, plays a vital role in China's economic developing. As China's economy has entered a period of “new normal”,exploring its impact on the ecological environment has gradually become an important topic.Based on the heterogeneity of the businesses, this paper deeply analyzes the dynamic characteristics of foreign direct investment and haze index;through establishing an Environmental Kuznets Curve model, empirically analyzes the relationship between China's haze pollution and foreign direct investment flowing into different businesses;decomposes the haze index into several factors, and quantifies the impacts of different factors on the overall changes of haze index by IDA,and then carries out comparative analysis horizontally as well as vertically.Firstly, the haze index and other related indexes, obtained by material balance algorithm and conversion, show that the amount of foreign direct investment in China's industry has gradually stabilized in recent years, while the amount in the tertiary industry has increased rapidly. The industrial structure has been greatly improved. The ratios of foreign direct investment to added value in different businesses has gradually stabilized, showing that the scale of introduction has reached equilibrium. The haze pollution contribution of industry has been significantly greater than that of other businesses, but its contribution rate has gradually decreased in recent years, while the contribution rates of the other five kinds of businesses have been gradually increasing.Secondly, the results of the test and modeling show that there is heterogeneity between different businesses, and the overall model shows an extensive form of economic growth. The haze indexes of industry, wholesale, retail and accommodation, andcatering industry will increase with the growth of foreign direct investment index, verifying the "pollution heaven" hypothesis. The impacts of foreign direct investment on the construction, transportation, warehousing and postal industry are not significant.Agriculture, forestry, animal husbandry, fishery industry and the other businesses have significantly shown the trend of inverted “U” type, and foreign direct investment has inhibited the haze index of the other businesses. Finally, the results of IDA shows that the haze intensity index have promoted the reduction of the haze index, while the impacts of the investment-output index and foreign direct investment index possess a large volatility, except the accidental changes in the early or late stages of research in some businesses like industry. The utilization of foreign capital in China is still not mature enough, and there is a big gap between the businesses.According to the research results, this paper puts forward the following policy recommendations: Firstly, when introducing foreign capital,we should raise the investment in the clean sectors and reduce the investment in the heavy industry sectors. At the same time, improve the energy efficiency and the proportion of clean energy.Secondly, the haze pollution should be included in the factors affecting the negative list of foreign investment, and the catalogue of foreign investment industry guidance should be updated regularly. It's also imperative to improve the technology of the atmospheric particulate sources analysis, and expand the scope of sources analysis, and improve the list of atmospheric particulate emissions. Finally,we should strengthen the legislation of the environmental management system, and use the collection of environmental taxes, resource taxes and so on to eliminate backward production capacity,as well as improve the environmental performance of production.
