The Improvement Of Non-governmental Organizations Of Environmental Protection Monitoring Environmental Rule Of Law Under The Guidance Of Social Capital Theory

In recent years,the state has continued to emphasize the social governance of public affairs,promote non-governmental organizations of environmental protection participation in environmental governance,but the effect is not ideal,non-governmental organizations of environmental protection involved in environmental legal supervision,still faces many difficulties.In the face of these difficulties,many scholars put forward many countermeasures,but many countermeasures are no overall plan for a fundamental transformation,to solve the problem of isolation,fragmentation,lack of a complete system of theory as a guide and stick to the scope of law.The theory of social capital is a hot frontier theory of social science,is a tool of system theory,a current interpretation of economic political and social phenomenon that force,this paper introduces the theory of social capital on non-governmental organizations of environmental protection to participate in environmental supervision by law,to participate in environmental supervision as a system of social engineering research.Countermeasures are proposed in the theory of social capital under the guidance of non-governmental organizations of environmental protection to participate in environmental law supervision network.Specifically,this paper is mainly based on China promoting the non-governmental organizations of environmental protection to participate in environmental supervision by law position is studied,also take into account non-governmental organizations of environmental protection to promote their participation in environmental law supervision position thinking,first introduces the social capital theory and non-governmental organizations of environmental protection to participate in environmental supervision is facing the plight of the premise of the rule of law,using the theoretical tools of social capital to explain this dilemma,and the performance of this kind of predicament obstacle in the theory of social capital network from the perspective of longitudinal and transverse network: network prominent shortage,the strength of the relationship between the network,improper combination is not reasonable and closed and the lack of structural holes exist.Secondly,in the theory of social capital especially the network perspective put forward under the guidance of the non-governmental organizations of environmental protection in the theoretical framework of environmental law supervision network optimization,and puts forwardthe theoretical path of non-governmental organizations of environmental protection to participate in environmental law supervision network optimization in this framework: strength,relationship network optimization and network combination,strengthen the sealing and reduce "structure hole".The final system guidance under the framework of the theory of environmental law and puts forward some concrete countermeasures for supervision of non-governmental organizations of environmental protection network optimization: To promote non-governmental organizations of environmental protection development,strengthen non-governmental organizations of environmental protection to participate in environmental legislation,to strengthen non-governmental organizations of environmental protection to participate in environmental law enforcement,non-governmental organizations of environmental protection accessible to participate in environmental judicial supervision and joint political parties,media and citizens the power of supervision.In order to promote non-governmental organizations of environmental protection to participate in environmental supervision by law effective suggestions,hoping to non-governmental organizations of environmental protection to participate in environmental supervision by law urbanization effect.
