Rural sewage treatment,protecting the rural environment,the need to improve rural living conditions,as well as urban and rural development,building a comprehensive well-off society in an important part,but specific ways to improve the quality of rural public goods supply.2014,the State Council promulgated the "Guiding Opinions on improving rural living environment," followed by Zhejiang also proposed "a total of five water governance" project,which is to improve the living environment in rural areas a higher standard.On the one hand,as China enters a whole city with a rural,in order to promote the development of a new stage of farmers,farmers' living standards increase year by year,the peasant masses to improve the environment and quality of life of rural residents have become increasingly intense.On the other hand,improve rural water environment,improve the living environment of rural residents,and gradually build a beautiful countryside,it is the inevitable requirement of socialist new countryside construction.In this paper,Ninghai County World Bank Loan rural waste water treatment projects for the study,focuses on Ninghai County World Bank Loan rural sewage treatment projects before construction,rural sewage treatment project performance and its problems.Based on the survey data Ninghai four towns,using descriptive statistics and comparative analysis of the current situation Ninghai rural sewage treatment and problems,and countermeasures.The results showed that:(1)Ninghai County,rural sewage treatment facilities to be further improved;(2)Ninghai County,rural sewage treatment works generally works well,but there are still certain management and protection issues;(3)Ninghai promote rural sewage treatment orderly remarkable,but still reasonable security management and policy sciences.Based on the above findings,we propose the following suggestions in order for rural sewage treatment work to propose some help,as follows:(1)policy support,increase investment,we proposed to adhere to the urban and rural development strategies;(2)a pilot to lead the way,step by step,according to local conditions to determine the guiding ideology Ninghai rural sewage treatment,basic principles,overall objectives,major tasks and focus on innovation management objectives,management mechanisms and ways of working;(3)a sound legal,ecological compensation,strengthening safeguards establish and improve the rural sewage treatment policysystem and long-term mechanism to promote effective Ninghai rural sewage treatment works.
