Research On Stakeholders And Risks For Rural Sewage Treatment PPP Projects Based On SNA

With the continuous improvement of rural living standards and the continuous advancement of rural urbanization,the requirements of villagers on the living environment are increased accordingly.The rural environment and sewage treatment issues have attracted more and more attention from the state and society.However,as an important aspect of rural residential environment improvement,rural sewage treatment still faces many urgent problems to be solved,such as large funding gap,poor technical practicability,and difficulty in persisting operation and maintenance.Now,the state encourages social forces to actively participate in the improvement of the rural residential environment,so the PPP model has become the preferred way to improve the current situation of rural infrastructure construction and break through construction bottlenecks.Unlike municipal sewage treatment projects in urban areas,rural sewage treatment PPP projects involve more problems,such as a large number of participants,the social network relationship is more complicated,responsible subjects are not clear in actual operation and shirking responsibility when encountering problems.Therefore,it is necessary to study the responsible entity of the rural sewage treatment PPP project and the risks they should share.In this paper,stakeholders and risk of PPP projects of rural sewage treatment are studied.There are many participants in the PPP project of rural sewage treatment,and the relationship between the participants is complex.The social network analysis method(SNA)is an art and technology for quantitative analysis of social relations.It uses the aggregation of points and lines to describe the relationship between the actors,and carries out quantitative analysis of the responsible social network relations.In this paper,SNA is used to build a social network model of PPP project for rural sewage treatment.Firstly,identifying 16 main participants through literature analysis,case analysis and expert interviews,which are the points in the social network model;Through the questionnaire,the relationship between the main participants is weighted with multi value,which are the line in the social network model;and the network density,centrality and structural hole are determined as the indicators,the social network model of PPP project of rural sewage treatment is constructed.Then,through the method of literature analysis,the whole life cycle risk factors of rural sewage treatment PPP project are systematically identified,the expert review method is adopted to supplement and improve.The risk list of PPP project is constituted by 19 factors.Finally,taking the rural sewage treatment PPP project in Y town of X city as an example,the social model of the rural sewage treatment PPP project is applied,and the calculation results of the centrality and structural hole are analyzed.The 16 main participants of the project are divided into four levels.The first level participants(the project company and the industry competent department / implementation agency)are determined as the stakeholders.The sewage treatment operators,social capital and town government are divided into two levels of participants,Village committee,villagers,sewage treatment equipment / raw material suppliers,sewage treatment plant network construction contractors are located at the edge of the network,which are divided into four levels of participants,and the remaining participants are divided into three levels of participants.Based on the analysis results of the project risk list and structural holes,the stakeholders(the project company and the bank)are analyzed The competent department / implementing agency)shall allocate reasonable risk.In this paper,from the perspective of social network,select the stakeholders,clarify the status,role and authority of each subject in the project,and analyze the risks to be shared by combining with the characteristics of rural sewage treatment PPP project.This paper helps to solve the unclear responsibility stakeholders and takes risks when mutual shuffle in the actual operation.
