Research On Air Pollution Control In Guilin City

According to the Institute of Data reserch to monitor 86 cities in China from 2006 to 2016 air quality changes,the 11 years of China overall urban air quality are going worse.In most parts of the country are subject to air pollution rampant these days.Guilin has not been spared by the invasion of air pollution.In 2015,14 cities in Guangxi Province ranked the top three air quality rankings,ranking the penultimate,which in January ranked first in the regiorn.Guilin in 2016 "make persistent efforts"and won the Guangxi region the last one of the air quality.Guilin with its landscape Jia Tianxia,beautiful scenery famous at home and abroad.But now,the air quality has been prohibitive.2012 National Development and Reform Commission approved that "Guilin international tourist destination development and development plan"will Guilin international tourist resort construction officially rise to national strategy.The author is inspired by this outline and select the topic of 'Air pollution of Guilin',these thesis analyzes the problem of Guilin air pollution control based on Ostrom's multi-center governance theory.Through the field visit to the environmental protection department,we understand and collect the present situation of air pollution in Guilin,explain the characteristics and trends of air pollution by using data and graphs,and analyze the causes of air pollution in Guilin from both pollution sources and diffusion conditions.The pollution sources include:motor vehicle exhaust,coal and industrial emissions,dust pollution and population flow and people's awareness of environmental protection is weak;diffusion conditions are mainly analyzed in Guilin city meteorological conditions and terrain conditions,due to air pollution in Guilin Easy to gather and easy to spread,and ultimately caused the accumulation of pollutants,which led to the decline in air quality.Guilin city government and the environmental protection department has introduced a series of policies and measures to deal with,summed up there are three main types.One is the administrative policy measures,one is to order control policy measures,and finally economic incentives and policy measures.They are also effective in their efforts to reflect some of the problems in the governance process,involving the government and environmental protection departments,enterprises,individuals and social groups.In this paper,the use of multi-center governance theory to analyze the causes of these problems,that Guilin in the process of governance of air pollution problems arising from the government in the role of air pollution control play,the city's extensive economic development model,Civil society and other third parties did not form the autonomy and the government lacks the idea of information disclosure.Therefore,based on the effective experience of air pollution in developed countries,the author puts forward the solution to the problems existing in the process of air pollution control according to the multi-center governance theory.One is to adjust the industrial structure,optimize the economic layout;the second is to fine governance,the implementation of environmental pollution control responsibility;third is to promote information disclosure,extensive mobilization of social participation;the last is to strengthen the city's motor vehicle exhaust pollution control,promote green travel.
