The Study On Haze Prevention And Control Under The Perspective Of Low-carbon City Construction

The influence scope,duration time and damage degree of haze pollution are much more serious than other air pollution in China.Although we put a large amount of human resources,material resources and financial resources into the research,governance and prevention of haze pollution,there is no better momentum.Haze pollution has made a significant damage to the economy,society,ecology and human health.Result of researches showed that haze pollution and carbon dioxide pollution mainly from Industrial emissions,traffic emissions and combustion heating.Extensive economic growth mode,irrational industrial structure and energy use structure has made great contribution to these two polluted gases.Therefore,the control methods of haze pollution and carbon dioxide pollution are interlinked.Low carbon city construction can reduce carbon dioxide emissions,effectively prevent the fog and haze pollution by adjusting the industrial structure,improve the efficiency of energy use,change the way of travel,establish low carbon environmental awareness and systematically prevent haze pollution from the perspective of urban construction planning.This paper first reviews the research results of domestic and foreign scholars,aiming to have a better understanding of the conceptions and development status of low carbon city construction,of the influence factors and prevention paths of haze pollution.Then theory of the control effects from low carbon city construction to haze pollution is analyzed.Secondly,we use entropy method to measure the level of low carbon city construction of 22 low carbon pilot cities with the data from 2006-2015.On this basis,we analyze the relationship between the level of low carbon city construction and regional haze pollution in the 22 cities using the impulse response model.Thirdly,we use DID method and PSM-DID method to analyze the haze prevention effect of the policy of low carbon pilot cities,furthermore,we try to seek the causes of the failure of these policies from the influence factors of haze pollution.Finally,we put forward some suggestions from the aspects of industrial structure,energy consumption,traffic planning,population quality,scientific and technological progress,fiscal decentralization system,the mode of economic development and foreign direct investment.The main conclusions of this paper are:low carbon city construction does not have an effective prevention and control effect on the regional haze pollution;instead,it will increase the regional haze pollution.Further exploration for the reasons shows that the construction of low carbon city can promote the level of economic development and foreign direct investment.But due to the lack of institutional mechanism,construction of low carbon cities did not play a good role in promoting the adjustment of industrial structure,energy consumption and improving traffic conditions.Governments put excessive emphasis on hard power construction like capital construction and infrastructure construction,so the soft power become short board like population quality,education,science and technology,resulting in non-significant of the haze prevention effect.On this basis,we give 8 suggestions such as optimizing the industrial structure,improving the energy efficiency,developing the new energy automotive industry,improving the population quality,establishing the regional joint prevention and control mechanism,changing the existing assessment mechanism,changing the mode of economic development,controlling the foreign direct investment.
