Research On The Legal Institution Of Ecological Protection Of Hulun Buir,Inner Mongolia

Grassland ecology is an important part of the ecological environment,in the current ecological environment management is a part that can not be ignored?With years of deteriorating grassland ecology,grassland ecological protection is becoming increasingly important as urgent.Therefore,it also highlights the importance of the law to regulate the ecological destruction of grassland.In terms of Inner Mongolia,ecological protection work is more from grassland ecological protection.Currently,Inner Mongolia grassland ecological facing a huge threat seriously degraded grassland,grassland ecological protection is imminent.It is not only to promote the economic development of grassland pastoral areas,to improve the living standard of the herdsmen,but also to combine the laws of our country with the ecological customary law of ethnic minorities in Inner Mongolia,"Grassland Law","Environmental Law" and other national laws to fill the content,to enrich the ecological meaning of national law,the rule of law in China is of great significance.Hulun Buir region as a typical representative of the Inner Mongolia grassland,the people around the world are widely known,and its ecological problems are also the most representative and research significance.So I tried to protect the ecological Hulun Buir area specific analysis of the situation,in order to effectively prevent ecological destruction of grassland,grassland ecological deterioration promptly restore the status quo as well as provide a useful reference for the construction and improvement of ecological legal system in China.The process of writing the article,the author uses a field survey,literature review,comparative analysis and other research methods,first discusses the natural resources of the region Hulun Buir grassland resources,water resources,forest resources,mineral resources,the existing situation.Secondly,the author analyzes the causes of the deterioration of ecological environment in Hulun Buir area.Currently there has been a significant decline in Hulun Buir grassland area,the rapid growth of arable land,desertification,salinization area expansion,loss of biodiversity,pollution and various colored grassland ecological crisis,and the causes of these ecological crises both drought,global warming and other natural factors,but also excessive mining,indiscriminate logging,excessive digging and blind reclamation,overgrazing,human causes rapid development of tourism and other,more important is the lack of laws and regulations-because of people's awareness of the law,the executive organ of ineffective implementation and when implementation difficulties faced by the local people and other causes ecological problems law always absent.Then,the author mainly expounds the flaws of the existing ecological protection legal system in Hulun Buir region.Finally in improving the existing law should be combined with the contents of Mongolian Ecological when customary law,inheritance Mongolian Ecological habits have a positive view of the role and concept of national law gives certain local resistance,so that when a particular application is more in line with local cultural characteristics,Better role in the local people.I believe that in order to Hulun Buir grassland ecological environment in the region and even in Inner Mongolia no longer continues to deteriorate,the Hulun Buir region must adhere to the development at the same time,pay more attention to protect the ecological environment,the Mongols to regain the protection of traditional ecological knowledge to build ecological protection laws Concept,the original scientific ecological custom law content fully integrated into the construction of ecological environment legal system,to further improve the legal system to improve the local operability and effective implementation of the law,the only way to balance the ecological protection and human development,to achieve great target man and nature live in harmony and common development.
