Study On The Optimization Of Ecological Management Of Xilinguole Grassland

Xilingol grassland,located in the Middle East of Inner Mongolia.It is the closest grassland pastoral area to the capital of China.There are various types of ecosystem.Its meadow grassland,typical grassland,sandy sparse forest grassland and river valley wetland ecosystem are all famous in the world.The decision of the Central Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and governance capacity,adopted at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,puts forward that the construction of ecological civilization is a millennium plan related to the sustainable development of the Chinese nation.The report of the 19 th National Congress of the Communist Party of China points out that we should accelerate the construction of ecological civilization,build a beautiful China and build a beautiful China Government led environmental governance system.It can be seen that the protection and improvement of ecological environment has become a hot topic.But at present,the situation of grassland ecological management in Xilingol League is still severe,and its ecological protection has entered a critical period.After investigating and studying the current situation of Xilingol Grassland Ecological Governance,it is known that the current Xilingol Grassland Ecological Governance has achieved some results.However,at present,there are still some problems in Xilingol Grassland,such as serious degradation of grassland area,many cases of grassland violation,extensive illegal encroachment on grassland area,low income of herdsmen,weak enthusiasm of herdsmen to implement grassland compensation policy,and pollution caused by unreasonable "investment attraction" of the government.Through the analysis and research,this paper holds that the ecological management of Xilingol Grassland is seriously restricted by the problems of imperfect laws and regulations of grassland ecology,imperfect mechanism of grassland compensation,the only GDP view of political achievements promoted by the government’s interests,the absence of supervision of grassland ecological management by the grass-roots government,the lack of law enforcement and protection of grassland ecology by the government departments,and the lack of financial vitality at the grass-roots level under the background of "township,finance and county management" The development of ecological management of Xilingol grassland was discussed.Based on Marx’s ecological theory,good governance theory and the concept of green development,this paper examines the grassland ecological governance in Xilingol League.Under the current situation,we should improve the grassland ecological legal system and the ecological grassland supplementary award mechanism as soon as possible.In addition,the government should establish a scientific and green view of achievement,constantly strengthen the grassland law enforcement supervision,improve the financial vitality of the grass-roots township government,and improve it The government’s role in ecological governance is to continuously optimize the ecological governance of Xilingol Grassland,which is of great significance to the whole league,the whole autonomous region and even the whole country.
