Research On Environmental Management System In Tianjin Industry Zone

The development of industrial parks is an effective way to realize the rational distribution of industry,optimal allocation of resources and accelerate the strategic adjustment of economic structure.While the research of Industrial Park Environmental Management System helps to promote sustainable development of the country,promote China’s administrative system reform,improve China’s environmental law system,improve environmental management level and solve environmental problems.In this study,we started the discussion from different stages of the entire life cycle of industrial parks,and described environmental management tools at different stages,finally providing a direction for the environmental management of industrial parks for the environmental protection administration departments.In the access phase of the industrial park projects,rational industrial park environment access conditions and system from different levels,such as the region,industry and enterprises(projects),must be formulated.At the same time,environmental access system and environmental impact assessment system must be enforced strictly,controlling the generation of pollutants from the source;In the construction phase of the industrial park project,environmental supervision must be standardized,and specific regulatory measures were proposed.Further strengthening the "three simultaneous" system through the whole process of supervision to the implementation of environmental protection and the "three simultaneous" measures by social agency force,which has the nature of “third party”;In the pre-production stage of industrial park project,environmental supervision in this stage and pre-production inspection work must be implemented,environmental protection acceptance monitoring of construction projects need to be strengthen,and acceptance investigation provisions require to be improved;In the production stage of industrial park project,vigorously promoting clean production audits by social agency force,which has the nature of “third party”,and real-time monitoring and inspecting the discharging of pollutants by enterprises,thereby reducing the burden on the end of treatment;In the decommissioning stage of industrial park project,the environmental risk assessment and environmental remediation work of the decommissioning site should be deepen,and the work for investigating and pursuing the responsible need to be strengthen.Through describing the environmental management tools exhaustively in different stages,the existing environmental management system was re-sort,and the environmental management system meeting the industrial park development was constructed.
