In order to reduce or avoid the impact on people's lives and health which is made by the pollution produced by construction industry,different regions set different intensities of environmental regulation,which,therefore,have different effects on different kinds of construction industry productivities.On the basis of comprehensive consideration of the regional development status and their construction industry development,31 provinces and cities were divided into three gradient region by the use of SVM classification model;Based on Environmental Kuznets Curve hypothesis,five models of the influence between environmental regulation and five kinds of construction industry productivities were proposed respectively;On the basis of the literature,the index system of environmental regulation intensity was established from six aspects,using the correlation coefficient and the actual meaning of indicators,the index system was reduced in order to avoid overlapping information,and the information of 12 final index was assembled into a comprehensive environmental regulation intensity value by “vertical and horizontal” method;The pure technical efficiency,scale efficiency and total factor productivity of each region were determined using DEA-Malmquist Index;Taking advantage of the panel data of 31 provinces in China in 2003-2012,regression analyses were conducted on the impact of environmental regulation on the five construction industrial productivity in each spatial area,and it was found that under different space,the influence of environmental regulation is different on different construction industry productivity,that is,only a part of the impact curves,all of which are in accordance with quadratic curve,fit the Environmental Kuznets Curve Hypothesis,the environmental regulation of high gradient region has positive influences on the majority of the industrial productivities,that of medium gradient region only has a positive effect on capital productivity and that of low gradient region only promotes the development of labor productivity;Finally,according to the results of regression analyses,gradient policy recommendations were given for each regional development,which could provide a reference for future development direction of environmental policy formulated by the government and the construction industry in the regions.
