Study On The Impact Of Environmental Regulation Level On Polluting Industrises' Location Decision

Under the dual pressures of the industrial structure adjustment and the environmental quality improvement,some polluting industries,which have made great contributions to the eastern part of China's economic development in the early reform and opening up,have to seek new production areas,resulting in the phenomenon of industrial transfer.Considering the limitation of regional environmental regulation restrictions,polluting industries tend to locate in the regions with lower standard of environmental restrictions and it leads to the "pollution westward" trend,making the underdeveloped areas are likely to become pollutionindustry sanctuary.This paper focuses on the influence of the level of environmental regulation on the selection of polluting industries.The purpose is to reveal the inherent mechanism of the regulation of environmental regulation on the spatial evolution of pollution industry.This paper takes the two-digit industries of 70 key cities from 2001 to 2011 as the research sample.Firstly,through the comparative analysis,the spatial evolution of industrial industry and the evolution of pollution industry are analyzed comprehensively.It is proved that there is indeed pollution-industry transfer phenomenon in the four regions.Then two key links are analyzed respectively,including the regional economic development and environmental regulation level,and the level of environmental regulation and pollution of industrial space evolution.What's more,the mechanism on the influences of environmental regulation level and pollution-industry location selection is presented.Finally,in order to verify the existence of "pollution shelter",the panel data model is built and the control variables are also added to test the sample city.The study confirms that there are phenomena of pollution industry transfer in China and the pollution industry is shifting to the central and western regions.Considering the different levels of local economic developments,there are various standards of environmental regulations in different regions.However,some local governments,especially in the underdeveloped areas,sacrifice the environment and lower the environmental regulation in order to seize the opportunities of regional economic growth.What's more,polluting industries will choose a relatively lower place in the selection of location for the survival of the environment.Finally,in order to achieve the local economy,on the basis of the status quo,regional environment and coordinated development of the industry,certain suggestions and recommendations are advanced to regulate the government irrational competition.
