Prevention and control of pollution,prevention and resolution of major risks,and precise poverty alleviation are the three major battles that the 19 th national congress of the communist party of China has determined to carry out,and have appeared in successive government work reports and central economic work conferences.In order to avoid environmental risks,the government has issued a series of environmental regulation policies and systems from the national level to the regional level.Especially in June 2018,the state council issued the opinions on comprehensively strengthening ecological and environmental protection and resolutely fighting pollution prevention and control,which clearly pointed out that we should accelerate the optimization of industrial structure and energy structure,and comprehensively promote the transformation of clean production.The industrial structure is closely related to the level of regional economic development and the discharge of major pollutants.The state of industrial structure directly affects the composition and pollution degree of regional pollutants and environmental regulation is usually the conventional tool adopted by local governments to induce changes in industrial structure.Existing studies have shown that environmental regulation affect the regional industrial structure change,and the upgrading of industrial structure conducive to the steady growth of regional economy,but the relationship between environmental regulation and economic growth is not stable,The research on the influence of environmental regulation on regional economic growth under the transmission mechanism of industrial structure is not only helpful to clarify the influencing factors and development path of regional economic growth,but also an important problem to crack the problem of stable growth under the new normal.This paper takes environmental regulation as the research object,regional industrial structure change as the intermediary variable,and based on the two driving paths of environmental regulation for the transfer of polluting industries and the development of clean emerging industries,to investigate the influence of environmental regulation on the change of regional industrial structure,and how will the environmental regulation affect the economic growth when the industrial structure changes as the transmission path.The main structure of this thesis are the following: Firstly,the rules of environmental regulation and the evolution of industrial structure are combed,and the change of EKC curve and its influencing factors are analyzed,and the regulating role of environmental policy and industrial structure change in the relationship between environmental quality and economic growth is emphasized;Secondly,from the perspective of consumption,it is assumed that environmental regulation can indirectly influence consumers’ choice and substitution between clean and unclean products,and a two-sector model that only produces polluting products and clean products is constructed to analyze its role in guiding enterprises’ production structure and sustainable economic growth;Then,from the perspective of the transfer of polluting industries and the development of emerging clean industries,the paper investigates the effect of environmental regulation on industrial structure change,the effect of industrial structure change on economic growth and the effect of environmental regulation on industrial structure change on economic growth,and in view of the possible endogenous problems of the "PHH" hypothesis,this paper uses dynamic game analysis method to examine the effect of environmental regulation based on government rent-seeking;Thirdly,with typical resource-based regions-Shanxi Province as the object area,combined with cross-effect model,empirically tests and analyzes the impact of environmental regulation on inter-regional industrial structure changes,and the impact of regional industrial structure changes on regional economic growth under environmental regulation,and based on the above theoretical analysis and empirical test puts forward the corresponding policy recommendations.In this paper,the main work and conclusion are the following:(1)Based on the adjusted benchmark model of environmental quality and economic growth,this paper analyzes the changes of EKC curve and its influencing factors,and finds that well-designed environmental policies and the reasonable changes of industrial structure can promote the curve to move to the "lower left",which is conducive to the early arrival of EKC inflection point.At the same time,the ability of consumers to make alternative choices in clean and polluted final products plays an important role in the effective adjustment of output structure effect,and is an important mechanism to realize industrial structure change and sustainable economic growth.(2)By means of C-D production function,utility function and pollution function,when analyzing the action mechanism of environmental regulation on industrial structure change,The improvement of the marginal level of environmental regulation will reduce the number of varieties of contaminated intermediate products used in the final product development,while the number of varieties used for clean intermediate products is increasing,that is,strict environmental regulation is conducive to the development of emerging industries such as technological innovation and clean production,but has a significant inhibitory effect on polluting production and scale expansion.(3)With regard to the possible endogenous problems in "PHH" hypothesis,the dynamic game analysis method is adopted to establish a dynamic game model between environmental regulatory authorities and enterprises,and introduce the green reputation to the environmental supervision department and the enterprise behavior restriction,benefit into the model,to explore whether environmental regulation can effectively control environmental pollution and induce polluting enterprises to choose green behavior.The study found that: The well-designed environmental regulations can trigger enterprises to choose green behaviors,but the "regulation capture" is easy to occurs between the environmental supervision department and the enterprises;The introduction of reputation mechanism has effectively restrained the abuse of power of environmental protection regulatory departments,curbed the possibility of rent-seeking by enterprises,and indirectly forced enterprises in transition to choose green environmental protection behaviors under the level of environmental regulation;The increase of illegal punishment of the resource-based enterprises has reduced the opportunity for the supervision department to be rent-seeking while forcing enterprises to adopt green behaviors.(4)Based on the mathematical analysis method,this paper from the decomposition of the total economic growth and economic growth change two levels demonstrate the impact of industrial structure on economic growth,the study found that industrial output value and the proportion of the industrial structure changes of both jointly determine the total economic growth,at the same time,the industry change can the path that affect the flow of factors,investment and trade structure and other ways to cause changes in the proportion of industrial structure and industrial output distribution,and then affect the economic aggregate;changes of economic growth are composed of two parts of industrial output value and structure,and the greater the span of industrial changes,the greater the change in economic growth.(5)The empirical results show that,there is a nonlinear relationship between environmental regulation and regional pollution industry transfer.With the increase of environmental regulation intensity,the transfer of polluting industries presents an inverted "U" trend,which first rises and then falls,and is currently on the left half of the curve.However,the rigidity of regulation capture,regulation cost and sunk cost is not conducive to the transfer of regional polluting industries.The level of environmental regulation has a significant positive effect on the development of emerging industries in the region.The transfer of polluting industries and the development of emerging industries do exist as the transmission mechanism of the impact of environmental regulations on regional economic growth.The innovations of this paper are the following:(1)Research perspective innovation.On the perspective of research,This paper takes the change of inter-regional industrial structure under the constraints of environmental regulation as the research object,and empirically tests and analyzes the representative resource-based region-Shanxi as an area to examine how industrial structure changes under environmental regulation affect economic growth,and what effect it has on economic growth,breaking through the limitations of the previous studies on environmental pollution and economic growth,environmental regulation and economic growth,or environmental regulation and industrial structure change.(2)Research content innovation.In terms of the mechanism analysis on the influence of environmental regulation on the regional industrial structure change,it is innovative to regard the difficulty of industrial mobility as an important consideration for whether the industry migrates,and from the structure effect change caused by two aspects that environmental regulation is the result of the high liquidity industry regulation transfer effect,low liquidity industry through technical innovation to create new technology industries and the development of environmental protection industry to analyze the internal mechanism of environmental regulation on the industrial structure or form change.This is different from previous studies that paid more attention to the transfer effect of the forced migration of polluting industries caused by environmental regulation,the economic environment change under the constraint of environmental regulation and the forcing effect on technological innovation of remaining enterprises were ignored,which provided conditions for the development of emerging industries.(3)Research method innovation.On research methods,this paper set about from the consumption level,the hypothesis of the model assumptions are expanded,allowing cleanser and pollution in the production input and consumption choices of substitute each other,build a only produce pollution and clean production model of two departments,That is,focusing on the optimal environmental regulation through the indirect impact of consumers in the choice between clean and non-clean products,to analyze its guidance to the production structure of enterprises,and even the role of industrial structure changes and sustained economic growth.In view of the possible endogenous problems of the "PHH" hypothesis,this paper adopts the dynamic game analysis method,builds the dynamic game model between environmental regulatory departments and enterprises,and introduces the constraint of green reputation on their behaviors and benefits into the model to investigate the effect analysis of environmental regulation based on government rent-seeking.The problem of environmental regulation and economic growth is a major project that crosses many disciplines and fields.Environmental regulation can affect economic growth through multiple levels and paths.This paper takes the change of industrial structure as the starting point,and preliminarily examines the changes of inter-regional industrial structure under the constraints of environmental regulation and environmental regulation under the transmission path of industrial structure on regional economic growth,but it is restricted by the diversity of regulatory methods and types,and the complexity of environmental regulation.The short-term behavior of the relationship between corporate pollution behavior and its income under the implementation of environmental regulation is not considered.The factors that may cause endogenous problems in the "PHH" hypothesis are not fully considered.
