The Wetland Ecological Construction Problems And Countermeasures Research For Daqing Government

Wetlands,as important ecosystems,play an important role in regulating climate,replenishing groundwater,purifying water quality,removing and converting toxicants and impurities.The social benefits of wetland have gradually increased with the improvement of people’s material living standard.The integration of wetland ecological resources plays an important role in economic development.The construction of ecological civilization in the 18th National Congress of the Communist Party of China(CPC)was included in the National Five-Year Plan and Development Plan for the first time.Wetland ecological construction has also been paid more and more attention,2016 National Forestry Council meeting stressed that wetland ecological protection will be the focus of future work.Daqing wetland ecological construction is part of its economic development,for the transformation of Daqing City,to build eco-civilized cities to provide resources.Based on the role of wetland ecological construction in government governance,this paper points out the problems and shortcomings in the wetland ecological construction of Daqing city government,and solves the problems in government governance.At the same time,Daqing City is not only a large number of wetlands are also rich in oil resources,and wetland oil field is the specialization of wetland ecological construction in Daqing,in addition to Daqing wetlands,the country distributed a large number of oil field wetlands,for other government management wetland ecological construction Issue for reference.In order to study the problem of wetland ecological construction,the paper mainly analyzes the governance effect of government governance in the wetland ecological construction of Daqing city government,and analyzes the effect of government governance on wetland ecological construction from the perspective of biology and law.Daqing City,the paper analyzes the important influencing factors of wetland ecological construction in Daqing city government.Including the management of wetland watershed is not clear;government wetland ecological construction economic function is weak;oil mining wetland ecological carrying capacity decline,lack of corresponding scientific research strength.And on the basis of the specific analysis of the problem,draw lessons from the domestic and foreign government-related wetland ecological construction and management experience,put forward the relative measures proposed.Including the establishment of a sound wetland ecological construction legal policy system;to strengthen the government governance wetland ecological function construction awareness;strict control of resource development;increase investment in scientific research and other measures.Based on the domestic wetland ecological construction and management measures,this paper provides reference for the wetland ecological construction of Daqing city government,and makes the ecological resources of wetland can be optimized in ecological value and economic value to promote the coordinated development of regional economy and ecosystem.
