Cultivated land is a kind of scarce non-renewable natural resource.With a large population and relatively less land in China,the per capital cultivated land is about 1.4 mu in our country,which is far below the world average.With the development of the urbanization in China,a large number of urban land is converted into construction land,cutting down the cultivated area,which influences national food security and social stability.In order to grantee the cultivated land within the red line of 180,000,000,000,China has implemented the policy of farmland balance.The number of arable land can not be reduced no matter how much arable land should be converted into construction land arable land.Simultaneously,we should grantee the quality of the land.The balance system about occupation and supplement of the cultivated land is a compulsory measure which could protect the arable land from being taken up blindly.This policy,to a certain extent,restrains the tendency about rapid loss of arable land and ensures the dynamic balance of the total arable land,which makes a great contribution to protecting the arable land in China.Beginning with the balance of cultivated land occupation and supplement and taking the ecological security in the regional cultivated land occupation and supplement balance as the studying subject,this paper studies the necessity of cultivated land occupation and supplement balance implementation,historical evolution process and the concern for cultivated land ecological security in recent years using qualitative analysis method and analyzes the actual efficacy from quantity and quality.Through the quantity analysis method,the ecological security of the regional cultivated land was evaluated.Firstly,the regional ecological state was studied as a whole,and then the ecological footprint and ecological carrying capacity were measured.After that,the evaluation system of regional cultivated land occupation and supplement balance was constructed,and revise and improve the existing indexes.The weight of each index was calculated by entropy weight method,and the fuzzy matter-element model was used to evaluate the index system,and the safety level of each index was evaluated.On the basis of the research results,the influence factors will be analyzed and evaluated,and so will the ecological security level and the change trend of cultivated land.Finally,from the perspective of ecological security maintenance,dynamic monitoring and early warning and accelerating farmland ecological value assessment,this paper aims to put forward suggestions that we should enhance the ecological security of cultivated land and take farmland ecological factors into consideration.Through the research on empirical regional,the following are the conclusions of my thesis:(1)arable land accounted for fill balance is a period problem.From the view of almost ten years’ work,the balance of cultivated land occupation and supplement in Zhengzhou were carried out smoothly.Before 2014 the dynamic balance of the cultivated land can be achieved,but the goal of balance of cultivated land occupation and supplement wasn’t achieved in 2015;from the view of improving arable land quality and the production capacity situation,the dynamic balance of the cultivated land quality can be guaranteed on the premise of quantity.(2)From the perspective of ecological footprint analysis model,the cultivated land of Zhengzhou is on the status of ecological surplus,which will be able to effectively support the development of economic society.(3)On the basis of cultivated land,the eco-logical level of Zhengzhou was assessed,which showed that through the smooth development of occupation and supplement,the improving indexes of forest coverage rate,the city eco-security level has been promoted inch by inch in recent years.
