Research On The Problem Of Air Pollution Control In The Perspective Of Participatory State Theory

“Insisting on green development,adhere to sustainable development,ecology good civilization development path,promoting the construction of beautiful China.” This is the fifth plenary session of the eighteenth.Among them,"increase the intensity of environmental governance,in order to improve the environmental quality as the core,implement the most stringent environmental protection system,in-depth implementation of action plan for the control of air,water,soil pollution,shall practise a system of monitoring and supervision law enforcement vertical management." At present,shenyang air pollution is serious,especially in regional atmospheric environment problem increasingly prominent,harm people's health,affect social harmony and stability.In the process of atmospheric pollution control,however,there is the governance body present diversified and control of atmospheric pollution method and the problem does not match,etc,affect the progress of atmospheric pollution control.Participatory governance theory,however,from the theoretical level is helpful to the solution of the existing problems,to a certain extent,promote the environmental control measures to improve and effective implementation,so as to make our country better and faster construction beautiful China.In this article,therefore,Peters participatory governance theory,based on the atmospheric pollution in shenyang,for example,illustrates the status quo of atmospheric pollution in shenyang,existing problems and reasons in the process of environmental governance,and proposes the solution of the future.The full text mainly has four chapters,first of all,the related concepts and elaborates the connotation of the theory of participatory countries;Secondly,the current situation and problems of atmospheric pollution in shenyang to generalize;Again,using the theory of participatory governance,the author analyzes the reasons of air pollution in shenyang,Finally,according to the theory of participatory governance Peters set up a system of atmospheric pollution control policies,including perfecting the diversified main body participation,stepping up efforts in supervising departments at the grass-roots level to atmospheric pollution,develop conversational democracy management mode,cultivating and developing social organization,etc.All in all,this paper takes shenyang atmospheric environmental pollution problems,for example,from the theory of participatory governance of Peters,expounds how to solve the problems of atmospheric pollution control in China,and formed the relevant theory of measures,in order to improve the environment pollution governance theory research,has certain theoretical and practical significance.
