In recent years, with the development of industrial and economic, urban environment degrades. The government confronts with a decision to make movement in preventing our environment from pollution and the government has been become an important part of environmental protection. At the same time, environment protection is the basic task during the government’s transformation into a service-oriented organization. Nevertheless, we should also take notice of governmental behavioral differences regarding as environmental protection, such as failures of governmental management. In despite of environment is a public resource which everyone relies on we should notice that the environment deteriorates because of human being’s inefficiently exploitation. Take Shenyang for example, inapplicable regulation and policies as well as insufficient fund and unawareness of environmental protection had happened. The other reason of such inefficiency is because China’s economy growth is mainly based on an extensive developmental structure. A continuing growth of economy is with scarification of environment. Therefore, it is important for Shenyang to reinforce their environmental protection movement. It is highly commended that a service-oriented government should perform well on its duty of protecting the environment from getting polluted. The service-oriented government would regard environmental protection as a long term benefits for people. It also laid the foundation for the government to govern the environmental.The fourth part analyzes the current situation of environmental governance in Shenyang. Firstly, it elaborated the theoretical background of Shenyang environmental governance. Secondly, it paraphrased the current situation in Shenyang from its general situation, environmental governance stakeholders and environmental characteristics. Lastly, it analyzed problems of environment in the part of air pollution, water pollution, noise pollution and solid waste pollution problems in Shenyang.The fifth part discusses the important problems existing in environmental governance in Shenyang. Shenyang is famous for base of heavy industry in China. In recent years, it tries from city of heavy industry to become an ecological and sustainable city. Therefore, the government of Shenyang to cooperate with IBM and the construction of the "smart city", the application of the Internet as the basis, play the role of green technology and intelligence technology, completes the goal of "ecological Shenyang". It put forward measures and recommendations in the following parts:economic growth model,"eco-city" development road, strengthen the legal system, strengthen infrastructure construction, formulate strict environmental standards and emission standards in Shenyang.In this paper, it established the present situation of the environment in Shenyang as foothold. Based on the city governance theory, public goods theory and the environmental governance theory, analyzed the existing problems in the environmental governance in Shenyang, use the experience of other countries for reference, sum up the corresponding countermeasures and the future reform direction.Therefore, it is highly commended that the government develops a series of complete and standardized environmental protection regulations and policies, inculcates up the awareness of environmental protection, advocates environmental protection, and encourage the usage and study of economic tools with other constructive methods to thrash out the environmental problems in Shenyang.
