| As the fog haze pollution becoming serious,more and more serious ecological environment pollution greatly influenced people’s lives,this question has attracted the attention of our government,and led to people reflect the extensive pattern of economic development in the past,people begin to think how to balance the economy development and ecological environment protection.Ecological compensation,as an important means to balance economic development and ecological environment protection,is great significant to solve the ecological environment problems,it can effectively avoid the "public tragedy" and "free-rider" phenomenon,and it is helpful to realize the sustainable development of society.Currently,the ecological environment problems of Beijing-Tianjin-Hebei region aroused people’s attention,for a long time providing support for the development of Beijing and Tianjin,Hebei province provided a wide range of ecological resources,for the Beijing and Tianjin.Hebei province is facing the shortage of resources and the double dilemma of economic development is slow.Due to the administrative division system in our country,defining administrative region boundary,regional ecological problem depends on the regional government joint effort,lack of communication and coordination between the regional government,influence the whole ecological environment protection effect.The ecological compensation in our country at present,the research and practice in the early stages shows the lacking of ecological compensation legislation.The research on ecological compensation system,provided an effective guidance for ecological compensation practices.Though Beijing-Tianjin-Hebei region has been conducted relevant ecological compensation practices,but there are still many deficiencies.To promote the regional coordinated development of the Beijing-Tianjin-Hebei region,and balance the regional relationship.The Beijing-Tianjin-Hebei region ecological compensation has important practical significance. |
