Gas as a kind of important energy and chemical materials,plays an important role for the nation's development and people's life.We usually using long distance pipeline to transport it,which is in the form of liquefied natural gas(LNG).Liquefied natural gas is flammable and explosive.These features determine that no matter during the construction or the operation period,we need to take special attention to the safety risk control.During the past a dozen years,our government has published a serials laws,regulations and industry standards about natural gas transportation safety,but the gas pipeline's constructions in our country still have many problems.Although in recent years,oil and gas pipeline construction enterprises also announced a series of measures in respect of strengthening safety management,but the present safety management system and method is complicated and poor pertinence.It's hard to follow those methods to manage a project.It can only play a guiding role,and could not form specific,operational documents,also it is not convenient for the construction of the real-time operation.Therefore,this article will focus on Tianjin Nangang LNG project pipeline project to build a targeted and safety management system,including every process and every participant in the construction.First of all,I use Accident-causing theory and Fishbone chart to find out the safety problems in the process of construction.And then using the Kent evaluation method to analysis the project.By analyzing the evaluation results,find out the potential safety hazard in the process of project construction,and specific analysis of the causes of these safety concerns may as well as the specific need to control.Then,this paper combined the existing safety management measures,such as safety training,supervision,meetings,etc.,targeted for the various project participants in each safety control point to find out a suitable safety management approach.Finally,for the parties to make a variety of ways to guarantee system,establish a set of complete and effective measures for the construction safety supervision of running effectively reduces the probability of all kinds of accidents,save the energy resources,reduce the production cost,also improve the enterprise economic benefit and social benefit.
