| Petroleum refining industry is a significant energy industry in national economy,and its proportion in the primary energy consumption and production in China promptly increased and kept on a certain level on the whole.Oil refining industry in China has achieved significant progress and its development was especially fast in recent years.During "the 12th Five-Year Plan" the annual average growth rate of petroleum supply in China was 1.06%,and now China has become one of the major refining and chemical countries in the world accounting for 12.4%of the global refining capacity and ranks the second in the world.But along with the rapid growth of the economy of China,the restraint for resource and energy consumption appeared more obvious;contradiction between supply and demand of energy sources was increasingly prominent,and the features of heavy pollution and high energy consumption also resulted in certain pressure for petroleum refining industry in aspects including pollution prevention,emission reduction and energy-saving and cost-reducing,etc.Undoubtedly,petroleum refining industry is the major party for high consumption and heavy pollution and also the major party among the six top energy consumption industries.The effect of energy saving and emission reduction of refining and chemical industry is related to the effect of the overall energy saving and emission reduction of the whole society.H Company strived to learn and put Scientific Outlook on Development into practice according to the target of "circular-economy type,energy-conservation and environmental-protection type and clean and efficient type".In the completed projects,the accumulative total investment of environmental protection and energy conservation facilities reached RMB 880 Million Yuan.The control level of smoke and dust as well as sulfur dioxide discharged for per ton of steel and the index of energy conservation and emission reduction both take the leading position in China.The Company comprehensively implemented specialized production and socialized coordination,reflected the management philosophy of integration,assembly,information sharing and standardized business process and realized the integration of physical distribution,capital flow,information flow and business flow.It implemented separation of functional management and operational management according to the management system of"concentration and consistency system",established delayering organization structure and created advanced enterprise culture.This article conducted careful analysis toward the development status of domestic and overseas petroleum refining enterprises,the oil market prospect and many factors currently faced by the petroleum competition within China through investigation.It conducted systematic research toward the theoretical knowledge of project progress control and dissected the difficult problems related to process existing in the process of construction of the Central Control Room construction project of H Company.It conducted analytical investigation toward a series of process control measures applied for the command center project through the application of management theory for contemporary project progress.It proposed further improved progress control methods and ultimately completed the project 1 month ahead of schedule through emphasizing progress control throughout the process during the actual construction.The usage ahead of schedule of the construction project of the central control room laid solid foundation for the production optimization of the Company and the construction of energy-saving and cost-reducing system and was significant for promoting the realization of the objective of overall reduction of company cost.The successful application of progress control was great reference for the future investment projects,and it was a good demonstration example for how to conduct progress control in the large-scale construction of large state-owned enterprises. |
