Study On Bilateral Governance Mechanism Of Industrial Waste Water:From The Reciprocal Preference Perspective

Since the reform and opening up,China has made great progress in the process of industrialization.But with the rapid economic growth,due to the extensive mode of economic growth in our country,a variety of economic resources has greatly consumed,resulting in a rapid depletion of resources and a wide range of degradation of the environment,and industrial waste water pollution is one of the consequences.At present,there is some strange phenomenon existing in our country that the rate of industrial wastewater discharge compliance has increased steadily and the industrial waste water pollution events have occurred frequently,which reflect the low efficiency of the model of governance for the industrial waste water in China-"Only the person who pollutes needs to control it,".January 1,2015 is the day to officially implement the New Environmental Protection Law,which is known as the most stringent legislation in history.In February 2015,the "Action Plan of Water Pollution Prevention" has been adopted by the Standing Committee of the Political Bureau of the Central Committee.What's more,the construction of ecological civilization has been first written into the five-year plan of our country in the Party's the fifth Plenary Session of the 18th CPC Central Committee.All of these have reflected our government's determination and urgency to control industrial wastewater pollution.Therefore,it is an urgent task to explore a new model of industrial wastewater treatment,which is helpful to improve the status of industrial waste water pollution in our country at present,and can promote the construction of ecological civilization in China.According to this,based on the absorption of previous studies,this paper can be divided as follows.First of all,the status of industrial wastewater pollution and governance at present stage in our country are pointed out by chart analysis and regression analysis,summarizing the traditional economic methods of industrial wastewater treatment and the difficulties in practical application.Secondly,combining the theory of Behavioral Economics,Neural Economics,Psychology,etc.,a new idea for the bilateral governance of industrial waste water between the sewage treatment enterprises in China is proposed based on the reciprocal preference in this paper.Besides,the connotation,type,and the symbiotic evolution of reciprocal preference are studied by using the system analysis and evolution analysis,analyzing the dynamic mechanism of the industrial wastewater treatment by the mutual cooperation between the sewage enterprises.Finally,the evolution process of bilateral governance mechanism of industrial waste water is analyzed by using evolutionary game theory and numerical simulation.According to the research of this paper,the following conclusions are drawn:Without the participation of the government,if the sewage treatment company can not identify the type of preference of other sewage enterprises,then even if the reciprocal preference type takes large account in the initial state,sewage enterprise groups will eventually evolve into a self serving group,and can not achieve the stable mechanism of mutual cooperation and bilateral governance of industrial waste water.However,if the government establishes a certain reciprocal system,the sewage treatment enterprise group may eventually evolve into a mutually beneficial group;and the greater the incentive efforts of the government,the greater the possibility will be,then the mechanism of mutual cooperation and bilateral governance of industrial waste water will be more stable.Based on the conclusion of this paper,combining with the current situation of our country,some relevant policy recommendations are put forward in this paper from the perspectives of the construction of reciprocity system and the improvement of mechanism of industrial wastewater treatment in our country at present stage.It includes:the government increasing the incentive force for mutual cooperation and bilateral governance between the sewage treatment enterprises,building a reputation evaluation platform for sewage treatment enterprises,strengthening the construction of reciprocal culture among the sewage treatment enterprises,improving the standard of sewage charges,expanding the scope of the collection of sewage charges,and the implementation of elastic collection standards.
