Preparation of livestock and poultry breeding pollution control planning is an effective way to prevention and control livestock and poultry pollution. But the livestock and poultry pollution prevention in China started late, and few studies in this aspect. This paper mainly from the existing pollution situation and prevention countermeasures analysis, the environment carrying capacity and environmental early warning analysis, the livestock and poultry ban, limit, suitable area defined three sides to analysis the prevention planning methods of large-scale livestock and poultry breeding pollution. And take Hohhot as an example. It has important significance to promote a healthy, sustainable development of livestock industry. The main results in this experiment are showed as follows.1、By using reasonable and effective research methods, taking Hohhot as an example, build the research thought of livestock and poultry waste processing status and pollution prevention countermeasures. And master some problems of livestock and poultry breeding. For example, the animal waste treatment facilities are simple, the environmental management is weak, and the professional technical ability of farming workers is deficiency. It provides a reference for work of livestock and poultry breeding pollution prevention.2、By using literature query, comparative analysis and other methods, build the more perfect method of livestock and poultry breeding bearing capacity calculation. Through the environmental early warning analysis, indicates that the environment in Hohhot in Saihan area has been significantly and seriously influenced in 2011 and 2012, while it influenced in Helingeer area, and has effect on Xinchen area and Tuzuoqi area. Through calculation and analysis in the protection of the environment and economic benefits, the critical amount of livestock and poultry breeding conversion to standard cow in Hohhot is 732627 head. In particular,Xincheng area 8280 head,Huimin area 2181 head,Yuquan area 23799 head, Saihan area 85449 head, Tuzuoqi area 249881 head, Tuoketuo area 133901 head, Helingeer area 128378 head, Qingshuihe area 34150 head,Wuchuan area 66608 head.4、Based on the reference of state laws and regulations, improved the livestock and poultry breeding ban, limited, suitable area delimitation basis and method. And put forward the pollution prevention requirements. Moreover, it clearly defined the livestock and poultry breeding ban, limit, suitable area in Hohhot.
