Research On Grass-roots Environmental Administrative Institution Reform Of Shun De

The "streamline administration, strong town" reform of Shunde District, Foshan City, Guangdong Province has been carried out in 2009, which is commonly known as "super ministry" reform. The gigantic reform of administration of environmental protection has also been carried out by the grass-roots government of Shunde in the next year. Though this reform, on the one hand, improves the institutional settings of the grass-roots environmental protection departments; on the other hand, the grass-roots environmental protection departments get the power of exercise a number of functions. So to speak, after the reform, grass-roots environmental protection administration experienced from the "zero" to "full" changes, which has brought some changes and challenges to the achievements of the grass-roots environmental protection department. There's important significance for how to develop the effect of the grass-roots environmental protection administration and how to make the administrative work of environmental protection more effectively by studying the reform of Shunde.Research work in this dissertation is mainly on two aspects. Firstly, combined with work experience of the author, researching the institutional settings and its function, as well as the main adjustment processes after the reform. Secondly, combined with achievements of the environmental protection administration before and after the reform, analyzing the influence to the achievements of the grass-roots environmental protection administration caused by the reform.Through the study of the two aspects above, it is found that the "super ministry" reform has brought a series of new advantages to the grass-roots environmental protection administration and also made it to face some problems and difficulties. Aiming at the problems and difficulties of the study found, combined with years of working experience of the author, puts forward some opinions and suggestions, in order to optimize the grassroots environmental protection administration to provide decision-making reference for the higher-level environmental protection departments.
