Energy storage is an important factor restricting the development of social economy, our country should seize the current opportunity, change the oil storage and transportation technology and method, establish the SCADA system of port tank area, improve the efficiency of the oil storage and transportation and security, to adapt to the needs of economic development. Based on the above consideration, this thesis designs and implements a monitoring system for port oil tank area.Based on the actual situation in the tank area, and analyzes the characteristics of the port tank farm proposed function monitoring system requirements, the thesis designs the tank farm SCADA system. Thesis divides the supervising system from the structure into upper control layer, the lower layer of PLC and the scene equipment level three levels for the overall design, and designs from both hardware and software, mainly on upper supervising software, PLC programming and PLC network structure. The thesis uses Citect SCADA configuration software to form a human-machine interface, to implement the human-computer interaction of PC. This thesis introduces the Citect SCADA features, graphics editor and use the wizard, an explanation for each interface separately. The thesis also completes interactive Citect SCADA OPC variables and SQL Server, so that the whole monitoring system data link.Industrial production operation records is a very important part, when there is an accident, can be used to identify problems, accountability, however, for some older systems and equipment, control systems and space is difficult to distinguish the type of operation, it is difficult to achieve automatic recording function. From both operational requirements and achieve recording function, recording function valve operation carried out analysis and design. Thesis points out valve control, electrical connectivity problems by analyzing the relationship between the control and status signals of the valve, the valve operating mode is divided into three categories, and then write a program operating processes to identify, automatic recording of old equipment function.For a business or factory, the safe operation of safety is a top priority, production monitoring system must have an alarm function to protect the system. In this thesis, alarm linkage function, so that the security of the system is further improved. The thesis analyzes the traditional alarm acknowledgment inadequate operation, and then put forward the implementation of the program linkage function, by programming, set alarm linkage function: When an alarm is issued, the operator acknowledges the alarm after the real implementation of joint command, confirmed after a false alarm linkage command canceled certain period of time the operator if no operation is performed automatically linked command.
