Petroleum industry is the leading industry in Dongying City,which occupies an absolute position in the total economic volume of Dongying City.According to the plan,the petrochemical industry will remain the first dominant industry in Dongying area,and will be built into a national large-scale high-end chemical and petrochemical industry base with petrochemical industry as the main body in the future.Accelerating the cultivation and expansion of salt chemical industry and fine chemical industry is the only way for the development of major projects in Dongying City.However,the annual storage capacity of Dongying Port’s existing chemical terminal is difficult to meet the requirements of regional petroleum industry development.With the expansion of HK Group’s production capacity,storage is also one of the bottlenecks restricting its development.Under this background,HK Group intends to operate the storage business of liquid chemical products,and it is very important to construct the port storage area.This also in line with the needs of Dongying City’s economy and enterprise’s own development.Based on the above background,on the basis of full study of domestic tank farm construction literature,combined with the basic theory of tank farm location and plane layout,this paper analyzed the difficulties that HK Group may face in the planning of port tank farm and the causes of the difficulties.Then,through the analysis dimension of PEST analysis method,from the natural environment,policy factors,and so on.Economic factors and location factors are analyzed.The main factors affecting the planning are natural factors.Through market research,combined with survey method and weighted average method,the market demand is forecasted.The design scale of storage capacity of various media in HK Group Port Tank Area is determined to be 348,000 square meters.Qualitative method and determination method are used.Quantitative method chooses Dongying Port Economic Development Zone with more prominent traffic conditions and agglomeration advantages as the planning address for the construction of HK Port Tank Area.It also points out the safeguard measures for the construction and operation of the Tank Area from the aspects of funds,talents and supporting technologies.On the one hand,it provides the overall planning research and scale design for HK Group Port Tank Area.On the other hand,it provides some reference for similar enterprises in tank area layout and supporting.
