Research On The Governance Mechanism Of Atmospheric Environment In Beijing-Tianjin-Hebei Region Based On Holistic Governmance

Along with the rapid development of Beijing-Tianjin-Hebei region economic society,Beijing-Tianjin-Hebei region must produce all kinds of problems in the process of the development,the problem of air pollution is the one,but problems and contradictions should be braved to face and solve.Coordinated development of Beijing-Tianjin-Hebei region has become the strategic goal of national level,on February 26,2014,the State President Xi Jinping in Beijing hosting a forum pointed out that the implementation of Beijing-Tianjin-Hebei region Coordinated development should adhere to the principle of complementary advantages,mutual benefit and win-win,solid progress,Beijing-Tianjin-Hebei region complementary advantages,promoting the ring Bohai economic zone development,promoting the coordinated development of population,economy,resources and environment.And on April 30,2015,the Political Bureau of the CPC Central Committee held a meeting about the Beijing-Tianjin-Hebei region collaborative development planning outline,the outline of the proposed that Beijing-Tianjin-Hebei region should take breakthroughs in key areas of transport integration,ecological environment protection,industrial upgrading and transfer,therefore,environment protection has become a key to development areas in Beijing-Tianjin-Hebei region.This article in the background of the development and the hot topic studies the atmospheric environmental governance mechanism of the Beijing-Tianjin-Hebei region basing on holistic governance,offering meager dint and providing feasible measures and suggestions.This article uses the literature material method,the empirical research method,the system analysis method,the statistical data situation research method,guided by the theory of holistic governance,first of all,through the introduction and elaboration of the background and theoretical content of the holistic governance theory,the paper analyzes the fit point of the holistic governance and the the governance of atmospheric environment in Beijing-Tianjin-Hebei Region.Secondly,through the empirical statistics and analysis about the present situation of Beijing-Tianjin-Hebei Region finding out the causes and problems.Finally,through analyzing the causes,we should base on the holisticgovernance theory,research the governance of atmospheric environment in Beijing-Tianjin-Hebei Region and put forward new ideas and countermeasures to promote the great improvement of the atmospheric environment.Holistic governance theory rising in the background of the bureaucracy and the new public management had problems,the information technology has high speed development,the global impact of the era background,it is following the bureaucracy and the new public management,a new management theory.Holistic governance theory can make up and solve the defects and problems in the application process,so basing on holistic governance theory to research the governance of atmospheric environment in Beijing-Tianjin-Hebei Region is undoubtedly a major innovation and will put forward practical advice.
