With the rapid development of global economic,our industrialization,reform and opening up are developing at an accelerating speed.The environmental pollution and waste of resource are more and more prominent in our country.Under the goal of sustainable development strategy,people are eager to having a high qualitied life.The contradiction of extensive pattern of economic development and High quality of living environment is becoming more and more serious.Society is enjoying the material wealth brought by the economy increase and society rich,while bearing the environmental pollution caused by the extensive pattern of economic development and the threat of pain.Huge economic construction achievements cannot cover the legacy in the process of economic development of a series of problems in our country.It is forming a network among the elements,such as natural resources,environmental safety and human health and so on.These factors with social and political factors,such as economy,people's psychology and behavior are intertwined,making the formation of crisis point.The continuous development of spiritual civilization,awakens consciousness of citizen's environmental rights increasingly.The mass incidents caused by environmental problems in high-risk situation,seriously threating the social stability and unity and bringing enormous pressure to Social governance.How to effective governance environment mass incidents is becoming a big problem.In this paper,the pollution of the environment as the main interests of environmental affairs as the research object,namely,mass incidents.From the angle of typology,environment mass event is a subset of the mass incidents.There are many reasons for the mass incidents.The practice level is that local governments allow some large engineering pollution class projects and then people suffer the pollution to the environment.In system level,is our country some system design on some unreasonable factors,such as the functions of government departments to cross,power and responsibility is not clear and the block of public participation channels and so on.The article will analyze the related cases,analyzing the problem of government in dealing with the environmental incidents.On the basis of the analysis,giving the suggestions about the governance of environmental incidents.It can't adapt to the increasingly pluralistic society with the governance mode.The traditional mode of governance exists many defects.Reviewing the past mode of governance,it is not difficult to find,the main reason for restricting the effective governance is the governance body single,lack of governance system and the construction of legal system is not perfect.Drawing lessons from traditional management mode,on the transformation of reengineering and from the perspective of governance diversified subject.Diving from main body management perspective,establishing the government,society and citizens to achieve unification of polycentric governance mode is urgent needed.Seeking to the ways to solve the environment effective governance mechanism of mass incidents is needed to answer the questions in this paper.
