Research On Support Capability Of Emergency Resource Mobilization During Catastrophe Scenarios

Serious catastrophe has occurred several times since the founding of our country,such as the Tangshan earthquake in 1975,the South storm in 2008.All these catastrophe not only bring serious economic losses,but also cause a lot of people in need of emergency rescue.To respond to the catastrophe effectively,large amount of emergency resources are needed.While the resources reserved by the government cannot meet the demand of disaster relief,so it needs the participation of social resources.How to effectively mobilize social resources mainly depends on the ability of the government to mobilize emergency resources.Through the analysis of the emergency resource mobilization capability,the main conclusions were summarized as follows:(1)The organizational system,potential social resources,protect mechanisms,emergency resource mobilization laws and regulations,as well as information platform were analyzed,which can provide a strong security foundation for the emergency resource mobilization activities.(2)Based on the analysis of the emergency resource mobilization point connotation and influence factors,an evaluation index system of resource mobilization point selection was built,which contains five first indicators and 13 secondary indicators.Moreover,An evaluation model based on Game theory combined with weighting TOPSIS was designed and verified by an example,which lays the foundation for the mobilization point selection.(3)Based on the determination of the mobilization point,a scheduling model was built,and calculated by WINQSB software to determine the scheduling amount of resources under condition of the minimize of the total cost,which provides support for emergency resource scheduling.(4)Based on the concept of emergency resource mobilization termination,analyzed from the view of both suppliers and demand,five different termination conditions was given,namely the minimum living standard,the lowest level of enterprise,demand fixed resources,demand continuous resources,and demand intermittent resources.In addition,the termination process of emergency resource mobilization was given,thus improving the accuracy and effectiveness of the government to mobilize the emergency resources.
