Because social structure( a land system, labor system, household register system, administration management system, a series of social arrangement, such as social guarantee system and education system etc.) influent people's capabilities, they obtain opposite less of the resources, and then lose the choice opportunity to the environment right. Here we see a cause-effect circulating chain which is "society arrangement- resources to obtain - capabilities - the environment problem".Passing the analysis the defect of two kinds of systems of "government controlling" and "market regulate", this text leads this standpoint which proved by analyzing the relationship of environment and capability, capability deprival and influence it brings to the environment policy, the policy usefulness .On the statement of this foundation, the policy principle of "capabilities" construction of the environment problem is put forwarded.
