Research On Risk Management Of AGC Oil Cylinder Localization Project In Baosteel Plate Plant

Baosteel 5000MM heavy plate mill project was the largest construction projects of Baosteel 10th 5-Year Plan,the main operating line equipment from Germany's famous SMS-Demag Corporation and Siemens Company.In the device production process,to ensure that the heavy plate rolled good shape and high-precision thickness deviation,mill adopts the automatic gauge control technology,referred to as AGC.AGC oil cylinder,an important component of the AGC system,can adjust the roll to control product width of the slit thickness.It plays an important role on the shape control of heavy plate rolled up.Baosteel heavy plate mill AGC total of five cylinders were introduced with the project spare parts imported from Germany,including four for equipment operation and one for equipment maintenance.As imported oil cylinder procurement cycle,high cost,on-site spares less,will bring risk of equipment production and maintenance.As China's manufacturing processes and equipment continues to mature and improve,we can entirely replace imported oil cylinder to meet production needs through domestic development project.This paper first introduces the basic concepts of project risk management,management processes,and the main method.Secondly Baosteel heavy plate mill AGC cylinders localization project for the study,combined with project work breakdown structure,risk checklists and brainstorming method for risk identification.Then the paper uses a risk matrix method,Borda ordinal value method and AHP to evaluate risk of AGC oil cylinder localization project at all stages to identify significant risk factors.Finally develop response measures and monitoring programs to ensure the successful completion of the project.There are more project risk management research in construction projects,investment projects,information system project,but less in spare parts localization projects.This paper aims to combine theoretical and practical method of imported spare parts for location project risk management research,carry out the project risk management and provide the reference for Baosteel and other steel companies.
